Smith, Supervisor Reference: Wappingers Central School District/Pizzagalli Building 922 Dear Supervisor Smith & Board Members: We have been asked to determine whether or not the water supply from the North Wappinger Water District is adequate to serve the needs of the proposed conversation of the Pizzagalli 922 Building (922) to a Junior High School for the Wappinger Central School District (WCSD). It should be noted that the fire protection for this building is from the Hilltop section of the Central Wappinger Water Improvement, and therefore, has not been considered in this desktop evaluation. To better understand the needs of the WCSD, we had sent a memo to Stu Messinger of Chazen Environmental Services dated February S'd, 1999, in which we asked specific questions regarding their flow requirements. I have enclosed a copy of this memo for your review. There was a response to this memo from Chazen's office dated February 10th, 1999. I have also included a copy of this letter. We had also asked Camo Pollution Control for their opinions regarding the projected needs of the school. They initially responded in a memo dated February S'd, 1999 and subsequent to that with an additional memo on February 16th, 1999. After a review of the February 10th, 1999 memo from Chazen, we had a number of additional questions and posed them to Stu Messinger of Chazen Companies on February 17th, 1999. We received a response back dated March 1st, 1999. I have enclosed all correspondence as attachments to this letter. The needs of the WCSD for Building 922 will be different from those previously experienced by the IBM occupancy of that building. We have reviewed the IBM usage from 1986 through 1990, in which the Atlas Water Company operated the system, and then from 1990 through the present time in which the Town has operated the system. Smith Town Board RE: WCSD/Pizzagalli Building 922 - 2 - March 19, 1999 From 1986 through 1990 the average daily usage was 24,000 GPD. This was comprised of approximately 2,600 GPD domestic usage with the remainder being used to maintain a controlled environment required within the building. Since the Town took over the water district, the average daily usage had increased to approximately 30,000 GPD with the bulk of the water being on the cooling load side. As reported in Chazen memo's, the water service to this building is maintained through an existing booster station with a series of pumps that maintains pressure. The domestic demand during the IBM occupancy of the building was rather low, with the bulk of the water used for the cooling load, which was spread out evenly over 24 hours. It is apparent from the correspondence from the Chazen Company that the bulk of the demand now would be on the domestic side at approximately 30,000 GPD. The peak flow from this domestic use is estimated by Chazen to be 200 GPM. The peak demand for the cooling system is approximately 57 GPM, for a projected combined peak flow rate of approximately 257 GPM. Chazen also reports that the cooling load in the winter will be significantly less and is estimated at approximately 25% of peak. Realizing these numbers, it can be seen that the total daily flow during the winter can approach 50,000 GPD. The North Wappinger Water source can produce this water on an average daily basis, and, has in fact produced that during times in the past, it is anticipated that the manner in which this water must be delivered could pose problems to the current operational performance of the North Wappinger water system. I think it is important to differentiate between the different needs that IBM experienced versus the needs that the school district would experience. I am speaking specifically of the peak domestic demands ranging from approximately 10-15 GPM for IBM to over 200 GPM for the WSCD. This reversal is what would be placing a different type of stress on the existing supply system. To produce a peak demand of 257 GPM would be rather difficult at this present time. The two well pumps that are operating for the North Wappinger Water District aggregate about 220 GPM. Constance O. Smith T own Board RE: WCSD/Pizzagalli Building 922 - 3 - March 19, 1999 The reasons these wells have been throttled back to such a rate is because of the water quality problems that were being experienced by the District in the early 1990's. Camo Pollution Control has sent a memo to our office regarding this, and agrees that if this significant peak demand is placed on the system, that those problems could resurface and, in all likelihood, worsen. In any event, it would be difficult for the District as it currently operates to produce the amount of water necessary for the school district on a peak basis without some type of mitigation (storage, etc.) being done. In summation, I would think in order to meet the demands projected by Chazen for the Wappinger Central School District conversion of Pizzagalli 922 Building for their purposes, some type of mitigation would need to be offered by the WCSD to allow the North Wappinger Water District to provide the peak rate of flow necessary to be delivered and not cause adverse impacts on the existing distribution system from a water qualitylquantity perspective. I think it would be appropriate to schedule a workshop for this item to allow me to present these findings to the Board, so the Town may transmit these documents to the school district.
