Dear Mr. Paggi:
Mayor James Micco has asked me to respond to your letter of March 26, 1999 as it relates to the
Fleetwood Water District. The Village of Fish kill has received information from EFI regarding
the variable frequency drive, and this information has been presented by the Village Engineer to
the Village Board for their review and analysis. The costs of the variable frequency drive is
approximately $30,000.00 including installation. There would be some repair required to the
surface paint (interior and exterior) which is in addition to the above cost.
The station has been providing sufficient water to the Fleetwood Water District on a consistent
basis, sufficient to provide the requirements of the contract between the Village of Fishkill and
the, Fleetwood Water District (Town of Wappinger). The Village is currently evaluating whether
or not the variable frequency drive is an essential element in the booster station to serve the
existing Village customers and the Fleetwood Water District. As soon as this decision has been
made we will advise the Town of Wappinger and the Fleetwood Water District.
We appreciate your information relative to the pressures currently experienced by the Fleetwood
Water District. Attached please find the flow charts from the Village ofFishkill booster station
for the March 18, 1999 time period. Please note that the spikes experienced at approximately
1:30 on the chart provided by your office is not reflected in any of the charts that we obtained
from the Village ofFishkill booster station. My suggestion is that the rather large spike that
occurred and circled on your graph was related to some element within the Fleetwood Water
District and not the Village ofFishkill Booster Station. We have seen similar spikes in circular
graphs related to vibrations in the station, hydrant openings, etc.
We do note in the Village flow charts a fairly sizeable fluctuation of pressure during the peak
periods, however, none that would cause the variation in pressure that you suggest occurred on
your March 18th, 1999 flow chart. '

We understand that you are experiencing pressures greater than that which you anticipated
originally. As you now know the Village ofFishkill designed the booster station to operate at a
minimum pressure of 115 psi and that generally we are currently operating it in the range of 125
psi, as is demonstrated on the flow chart provided. It would appear from the charts provided that
the average peak duration period would be in the range of 130 to 135 psi. Thus the system is
operating at approximately 10 to 15 psi greater than originally anticipated. However, as you can
see from the graphs the pressure is relatively constant, with the exception of during the peak flow
periods, where the actual pressure at our booster station will range between 110 to 130 psi.
We appreciate your information and input relative your experience at your pressure reducing
station. Not being familiar with your original design pressures, I can advise that we appear to be
operating about 15 psi higher than that which was originally anticipated. However, a 15 psi
differential should not adversely effect your system. A 40 psi pressure swing is anything but
dramatic in a system of this size with a separation of over 6,000 feet from the booster station to
your pressure reducing station with the expected usage and difference in elevation. We would
normally expect that kind of a swing periodically.
However, we will take into consideration your particular experience as it relates to your "smaller
pressure reducing valve" and I will provide this information to the Village so that they can make
their decision as to whether or not they are going to install the variable frequency drive.
If you could provide the writer with a copy of your original design of your pressure-reducing
valve, so that I may evaluate it in light of our original design report, it would be appreciated.
Our goal is to provide a booster station, which meets with the requirements of all our customers,
and we will proceed accordingly.
