Phase 3A
Dear Supervisor Smith & Board Members:
On April 15th, 1999, I attended a meeting with representatives of the Tri-
Municipal Sewer Commission and the New York State Department of
Environmental Conservation regarding the above referenced expansion.
In attendance at the meeting were:

· Anthony Quartarraro, Attorney for the Tri-Municipal Sewer Commission
· Matthew Rudikoff, Matthew D. Rudikoff Associates, President
· Dr. Inderjit Kumar, Engineer for Tri-Municipal Sewer Commission
· Lou Miller, Administrator for the Tri-Municipal Sewer Commission
· Joe Bridges, Matthew Rudikoff Associates Representative
· Michael Merriman, N.Y.S.D.E.C. Representative
Discussed at the meeting are as follows:
1. Matt Rudikoff gave a brief history of the overall improvement to Mike
Merriman from the N.Y.S.D.E.C., including a history of Phase I, II and the third
phase of the Improvement.
2. Dr. Kumar went over the individual components of the Tri-Municipal side of
the Improvement, starting at the Village pump station and going all the way to
the various component replacement at the sewage treatment plant.
3. We then discussed the permit that would be necessary for the Tri-Municipal
expansion. They would include:
· Crossing of the Wappingers Creek, including all permits necessary from the
N.Y.S.D.E.C., the Army Corp of Engineers, and Department of State.
· The SPDES Permit revision was talked about, along with the necessity of a
solid waste and air permit.

4. Mike Merriman discussed maintaining the sensitivity to all the existing
archeological sites on the sewer treatment plant property relative to the
expansion. This is recommended to be added to all the existing SEOR
documents, including the SERP document that Matt Rudikoff is working on
presently.
5. We then discussed the various improvements necessary for the Town side. I
gave a brief history of the Phase 3A Improvement, including the areas that are
scheduled for construction. It appears that the only permit that would be
necessary from N.Y.S.D.E.C. is a wetland permit in the Losee Road/Myers
Corners Road area. It was discussed whether or not a storm water SPDES
permit would be necessary. In regards to the wetland permit, we must look at
all the alternatives and why the chosen route is the necessary route. We must
try to minimize the impacts on the wetland. It is imperative that we get the
N.Y.S.D.E.C. representative, Roy Jacobson, out there as quickly as possible to
flag the wetland area.
6. At this point, the meeting concluded with Mr. Merriman thanking the
representatives for the Tri-Municipal Sewer Commission for having the
meeting and explaining the project to him.
