Smith, Supervisor Reference: Infiltration/Inflow Dear Supervisor Smith & Board Members: I have analyzed the flow figures tributary to the Tri-Municipal Sewer Plant from Phases I and II (Wappinger Sewer Improvement Area No. 1 and Rockingham Farms Sewer District) of the Wappinger Sewer TransmissionlTreatment Improvement from August 1998 through March 1999. I have enclosed copies of these monthly reports. The analysis of these figures indicated that the dry weather monthly average daily flow is in the neighborhood of 500,000 GPD, and the wet weather monthly average daily flow is 1,000,000 GPD over the course of this period. Some individual days actually have flows in excess of 1.9 MGD. As previously reported to you, the two districts have been experiencing significant amounts of infiltration/inflow, and in letters sent to you dated April 14th, 1998 and July 25th, 1998 we sought guidance as to what the Town Board wishes to do to correct the situation. To that end, you had authorized us to setup the framework of a program and report back to the Board as to what it may cost to initiate the program. I just received the March 1999 flow data in which I see the numbers increasing during times of heavy rainfall. As I compare this to the dry weather flows from the latter part of 1998, I noticed a rather large and increasing difference. It would appear that the problem, if anything, is getting worse. This point makes sense as some of the older lines within the two Districts are approaching 30-35 years in age. The type of pipe that was used in that era can weaken as the years go by. Smith Town Board RE: Infiltration/Inflow - 2 - April 29, 1999 A Phase I Infiltration/Inflow study narrows down the area(s) that are experiencing extraneous flows and the Phase II study pinpoints the exact location and nature of the source of the infiltrationlinflow. . A Phase I and Phase \I analysis of infiltration/inflow problems for the Wappinger Sewer Improvement Area No. 1 and the Rockingham Farms Sewer District could run in the range of $150,000.00. This will identify the corrective measures that need to be taken, but will not do the corrective action itself. Obviously, the amount of cost of the corrective work can only be determined after the Phase II study. I would recommend to the Board at this point in time that they start thinking about having the Phase I and Phase II study performed on these two Districts. Perhaps an analysis of the monies left over from the first phase of the Wappinger Sewer TransmissionlTreatment Improvement should be made. The Comptroller and the Attorney should advise.
