Also please find copies of Pittsburgh Tank & Tower's two proposals itemizing and stating the cost of the work that was done. I have sent a voucher to Pittsburgh Tank & Tower and will expect them to submit a voucher for the sum of $24,810.00 to cover the cost of the work. I have also enclosed in this packet, copies of the correspondence sent to Pittsburgh Tank & Tower Company from our office, and copies of their insurance certificates to cover the workers on the job. I assume I will be getting final reports from Pittsburgh Tank & Tower Company on the work performed, and will furnish the Board copies of the same upon receipt. Date: July 28, 1999 Re: Central Wappinger Water Improvementfrank Rehabilitation RECEIVED AUG 04 1999 ELAINE SNOWDEN TOWN CLeRK. > At approximately 10:00 a.m. on Wednesday, July 28th, 1999, Frank Billings and a co-worker from Pittsburgh Tank and Tower Company anived on the site. > Camo Pollution Control dewatered the Rockingham Water Tank on the previous evening. ;... We had made a visual inspection of the interior of the tank and it indicated that there was significant rusting along the horizontal and vertical wells, and that a significant amount of pitting was obvious above the water movement line. > A quick visual inspection by Frank indicated that there was approximately 30' of horizontal well and 8' of vertical well to be repaired to secure the tank. He also recommended the tank be sand- blasted and filled, primed and painted. > It was our feelings at this point in time that the critical path would be to repair the structural problems in the well and then at some later point address the surface repair. > We spoke to the home office of Pittsburgh Tank and Tower Company at approximately 12:30 p.m. They will fax my office a proposal on the above welding and other information. They are also to fax us insurance certificates for the work being done naming the Town, Camo, and our office harmless. ;... We spoke to Frank Billings about complying with all compliance base rules and regulations, and he informed us that he would. > We also brought Frank to the Hilltop Tank. The tank was spraying at this point in time (10:30 a.m.). Frank informed us due to fact that the leak was in lower horizontal joint that the tank had the potential for failure. At that point, he said he could weld a fitting over the leak and plug it. ;... At that point, he called his main office who informed him that he should not do that due to the unknown capabilities of the steel surrounding the leak. . Page 1, .ft' ::- .., C\lWVlfT"ank Rehabilitation July 28, 1999 Page 2 ~ We thank decided to have Pittsburgh Tank and Tower Company provide the necessary underwater (diving) inspection made as soon as possible to determine what the general shape of the steel surrounding the leak was. Knowing that, we may be able to weld the leak from the outside without dropping the level of the tank. Obviously, dropping the level of the tank at this point in time is not a desired avenue to take. >- At the time of the writing of this tile memo, which is 1 :35 p.m. on Wednesday, July 28th, 1999, I do not have the fax as yet from Don Johnson of Pittsburgh Tank and Tower. Date: July 3D, 1999 Re: Central Wappinger Water ImprovementlTank Rehabilitation );- On Wednesday mid-aftemoon, I received the proposal from Pittsburgh Tank & Tower Company regarding the work necessary for the above referenced Improvement area. We accepted Items 1 through 4 for $12,310.00. );- Mr. Johnston was informed in writing of this. We also confirmed that all work was being done to applicable safety codes, including confined space. I confirmed this with Posey McCormick and the workers onsite. ,. On Thursday moming, July 29th, 1999, more workers arrived bringing the total of three workers onsite. They started on the wells and completed the majority of the welding on the horizontal third ring. They went to get scaffolding to setup to weld the bolts on the roof supports. After that was completed, they were going to complete the inspection of the remaining rings to determine what else needed to be welded. They advised us that the exterior section of the floor appeared to be rusting, and that that could be a potential source of leakage. ;,. We advised them today that the interior painting work will probably not be done due to the fact that (a) There was the potential for having to take the Hilltop tank out of service pending the diving inspection. AND (b) The emergency nature of the work may not be there. );- Mr. Johnston confirmed on late Thursday aftemoon that the diver would be coming in late Friday, and in all likelihood, would do the inspection first thing Saturday moming. Date: August 2, 1999 Re: Central Wappinger Water ImprovementfTank Rehabilitation y On Friday, July 30th, 1999, we continued working on the Rockingham Storage Facility welding all the roof beams and bolts and the horizontal and vertical seams in conformance with Pittsburgh Tank & Tower Company's proposal dated July 28th, 1999. This is Items 1 through 4 in that proposal. y The diver arrived on the Hilltop site at about 3:45 p.m. and went into the Hilltop Tank at about the same time. He came out at 4:15 p.m. when he noticed that the leak in the eastem portion of the tank had worsened considerably. Interior photographs were taken to determine what the proper course of action would be, however, unfortunately, they were not developable. y At that point in time, we adopted an Emergency Plan to drop the water level in the Hilltop Storage facility to be below the leak and weld an exterior plate across the leak on Saturday, July 31 st, 1999. y Supervisor Constance O. Smith and Councilpersons Ruggiero and Valdati visited the Hilltop Water site at 8:00 p.m.. A history of all the emergency repairs, and potential corrective actions were discussed. y Don Johnston of Pittsburgh Tank & Tower was to look at the diver has written report to make a recommendation as to the nature of the exterior weld. y We planned to reconvene at the site at 7:00 a.m., Saturday, July 31st, 1999. y The work was completed on the Rockingham Water Storage Facility at approximately 8:00 p.m., Friday evening. y Camo Pollution Control chlorinated the tank and started to fill it up at the same time. y Saturday moming, July 31st, 1999, we arrived at the Hilltop Water Storage Facility at 7:00 a.m. Pittsburgh Tank & Tower had not arrived yet, therefore, we called Don Johnston. We arrived at an agreement with Mr. Johnston that we were going to weld approximately 27' of new plate along the exterior. It would be two (2) 10' sections on the horizontal, and one (1) 7' section on the vertical. The diver was to show the welder which vertical was to be welded. . Page 1 Central Wappinger Water Improvement August 2, 1999 Page 2 ~ They anived at approximately 9:15 a.m. and setup the scaffolding. Camo supplied all the necessary steel plates. The diver then showed the welder which vertical seam to weld. Then the diver and two other workers left at approximately 9:45 a.m. ~ We were in constant contact with Don Johnston, who after reviewing the diver's report feels more comfortable with the "patch", and that it will at least last until "October". He did emphasize that the patch should still be considered temporary. He then faxed copies ofthe welding diagram. );- At that point in time, the Hilltop tank was about 12' and the Rockingham tank was about 22'. );- They took their bacteria sample at about 10:30 a.m. out of the Rockingham facility to bring to the lab. ).- We received a proposal from Don Johnston for the additional welding on the Hilltop tank at approximately 10:30 a.m. The proposal was $13,500.00. I stated on the telephone that it appeared to be a little bit out of proportion with the cost of the improvements made at the Rockingham Storage Facility. Mr. Johnston stated that it was probable two (2) days worth of welding , and that they were working on overtime rates. He did state that if the work was completed during the day on Saturday, he would deduct $1,000.00. As it tumed out, the welder completed the project at about 8:45 p.m. on Saturday, and therefore, the scope of the work was more considerable than I had originally thought. The welders left the site at approximately 9:00 p.m. ,. From that point in time, the Hilltop system was at about 14' and was still feeding the Rockingham system. ~ We reconvened Sunday, August 1 st, 1999 at 9:00 a.m. at the Hilltop tank. The Hilltop tank at that point in time was up to about 31', and we were awaiting the bacteria results from the Rockingham Storage Facility. Those results were received verbally at 11 :00 a.m. and the two systems were then separated. ~ The Rockingham well pumps were tumed back on and that water storage facility was allowed to get back on line. ,. The total cost for the repairs incurred by Pittsburgh Tank & Tower for the Rockingham and Hilltop Storage Facilities is $12,310.00 plus $12,500.00 for a total sum of $24,81 0.00. JEP:law .
