Smith, Supervisor Reference: Central Wappinger Water Improvement Dear Supervisor Smith & Board Members: With respect to the above referenced Water Improvement, please be advised of the following: 1. The Water Improvement consists of two (2) discrete systems, the Hilltop system and the Rockingham system. 2. The Hilltop system is fed by four (4) wells located adjacent to the Sprout Creek, a 1 million gallon welded steel storage facility, and a large distribution system. 3. The Rockingham system is fed by two (2) wells located adjacent to the Sprout Creek, a 0.3 million gallon welded steel storage facility, and a medium-sized distribution system. 4. There exists and interconnection between the two systems which is normally closed. 5. Both storage facilities have most recently developed leaks, and have had to have been shut down and repaired. (See correspondence of August 2nd, 1999, including all attachments). 6. We have been informed by the tank experts that both the existing storage facilities are in poor condition. 7. The area is presently under drought conditions, which has caused the flow in Sprout Creek to approach zero (see enclosed pictures taken August 5th, 1999). Joseph E. PaggI, Jr., P.E. The hydrogeological report done for the Town in 1985 by Dunn Geoscience indicated that the two principal sources of recharge to the Hilltop and Rockingham wells are the Sprout Creek and rainfall. This has proven to be historically true. 9. Due to the above conditions, the recharge to both the well fields has been depleted. 1 a.ln light of this, Camo Pollution has reduced the flow leaving the well fields to maintain the pumping levels in the individual wells and to minimize damage to the pump and wells. 11.As of today, the flow has been reduced to approximately 43% from normal operating conditions. 1 2./f current conditions persist, further reduction of flow from the well field will be necessary. 13. We are currently having to run the wells for an extended period of time each day to maintain flow. This places a further stress on the well fields. 14.lf the system is subjected to any kind of emergency that would deplete storage such as water main breaks, fire, tank rupture, etc., the well field would NOT be able to replenish the storage and keep up with the demand. 15. The Town has asked residents to conserve their use of water, and reduced flows have been realized. In spite of this cooperation from the residents, the well field is barely able to meet the demands. In summary, we feel that Immediate emergency action must be taken to have an alternate source of water be made available to the Central Wappinger Water Improvement. The only alternate source of water would be to the Town is the Atlas well fields, which in its current state can only supply a minimum amount of water to Central Wappinger Water Improvement. We recommend that two (2) wells and the necessary work to the existing interconnection be started immediately, and that the improvements listed in my August 4th, 1999 memo be acted on as quickly as legally possible.
