Smith Reference: Benefit Unit Calculations WSIA # 1 Dear Supervisor Smith and Board Members: At the Board's request, I have analyzed the existing Benefit Unit (RD.) statistics for the Wappinger Sewer Improvement Area # 1 (WSIA). The results of my analysis are summarized in the enclosed chart. The major conclusions of my analysis are as follows: . I calculated the total residential RU's to be 1626.06, an increase of21.91 B.U over the current total of 1604.15. . I cal culated the total Commercial B. U ' s to be 160.17, an increase of 17.39 RU over the current total of 142.78. . I calculated the total Utility B.U's to be 22.10, an increase of7.51 RD. over the current total of 14.59. . I calculated the total Exempt Lot RU's to be 258.83, an increase of 52.15 B.U over the current total of206.68. I calculated the total Special Franchise B.D.'s to be 25.58, a decrease of31.42 B.U. from the current total of57.00. Special attention should be given to this result, because of the method of my calculations. Since the assessed values listed in the tax rolls for the three (3) Special Franchise owners are totals for the entire Town, I adjusted them to reflect the assessed value just within the WSIA. I did this by muitiplying the total a~sessed franchise value for the entire Town by 16.5%. This 16.5% figure represents the number of parcels within the WSIA (1585) in proportion to the total number of parcels within the Town (9611). I had a brief telephone conversation with the Town Assessor, Ms. Linda Tassadfoy, regarding this matter, and she seemed to agree with my rationale in arriving at this figure. I would suggest that Mr. Albert Roberts, Esq. be consulted on the matter. Please feel free to contact this office if you have any questions or require additional information. The assessed values for the three (3) franchise lots were adjusted to reflect the fact that the Wappinger Sewer Improvement Area encompasses only 16.5% ofthe total lots within the Town of Wappinger (1585 out of9611). Each franchise total for the Town was multiplied by 0.165 to arrive at an equitable franchise assessed value within the District. 2.
