Smith, Supervisor Reference: Fleetwood Water DistrictNillage of Fishkill Water Connection Dear Supervisor Smith & Board Members: The connection of the Fleetwood Water District to the Village of Fishkill Water System has been completed at this point in time and has been in service since January 1999. According to the operators of the system, Camo Pollution Control, the system has been functioning satisfactorily and residents have been supplied with an ample supply of potable water. In November of 1997, we presented the Map, Plan and Report to the Town Board, and to the public at a Public Hearing in December 1997. In the Map, Plan and Report, the total project costs were enumerated and the maximum, minimum and average debt repayment schedule was presented. It was also discussed in the Map, Plan and Report, that application was going to be made to the Environmental Facilities Corp. for funding through the New York State Drinking Water Revolving Fund. This has all been done and a review of the numbers indicates that there has been a significant reduction in the cost from what was originally presented. The reasons for the cost reduction are the use of innovative design techniques, proper construction management, and at the urging of the Town Board, participation in the Drinking Water State Revolving Fund. As reported in the original Map, Plan and Report, debt repayment was estimated as follows: ~ Maximum yearly debt repayment per benefit unit is $372.00. ~ Minimum yearly debt repayment per benefit unit is $250.00. ~ Average yearly debt repayment per benefit unit is $321.00. An analysis of final numbers and cost for all of the work that was originally proposed now indicates the following: ~ Maximum yearly debt repayment per benefit unit is $203.00. ~ Minimum yearly debt repayment per benefit unit is $179.00. ~ Average yearly debt repayment per benefit unit is $193.00. Smith T own Board RE: Fleetwood/Fishkill Connection - 2 - September 21, 1 999 This represents a cost savings of 40% during the average year for costs actually realized. In summary, it appears that cooperative efforts between the Town Board, Town of Wappinger, the Village Board, Village of Fishkill, the Environmental Facilities Corp., the Dutchess County Health Department, the Town Comptroller's Office, the Town Attorney's Office and the Town's Financial Planners Office has not only resulted in bringing a good supply of water to the Fleetwood residents, but has done so at a cost of approximately 60% of what was originally anticipated.
