Supervisor Reference: Atlas Wells Dear Supervisor Smith & Board Members: This letter is written to give you an update on the drilling of the wells at the Atlas Well Field. As previously reported. Well No. 99-1 is complete and developed. We are waiting to complete Well No. 99-2 so that both wells can be tested simultaneously. Well No. 99-2 has been drilled and is in the process of being developed at this point in time. Due to the difference in the formation between Wells No. 99-1 and No. 99-2. additional development time may be necessary to complete Well No. 99-2. Presently. as we speak. we have completed approximately 29 of the 40 hours of development for Well No. 99-2. and we are still pumping sand out of the well. The development process must continue until the water pumps clear. free of the sand and/or silt. This will allow the well to be placed in service properly and produce water of clear quality. Additional development time will be charged by the driller at a rate of $150.00 per hour. Hopefully. this will not be necessary. but in the event it is, we will be authorizing it. Also, as you recall, last Thursday, Hurricane Floyd hit the area, and we had anticipation of rising creek water. We had requested that the well driller remove his drilling rig from the well site and weld temporary caps on both of the new wells. This entire procedure of dismantling and removal of the well rig, welding temporary caps on, reinstallation of the well rig, and removal of the temporary caps was at a cost of approximately $1,000.00. This will be billed as an extra charge. We felt that this was necessary due to the potential of contamination of the wells from the surface floodwaters. Joseph E. PaW, Jr., P.E.
