Reference: Atlas Production Wells No. 99-1 & 99-2
Dear Supervisor Smith & Board Members:
As a follow-up to our October 14th, 1999 letter regarding the above, Leggette,
Brashears & Graham's report dated October 12th, 1999, and our October 11th,
1999 memo to the Town Board, it is our and Leggette, Brashears & Graham's
opinion that all work on existing Well No. 99-2 be temporarily stopped pending
other outcomes.
It is recommended that Well No. 99-3 be drilled at one of two locations
recommended by Tom Cusack of Leggette, Brashears & Graham. We will
enumerate this point later on this memo.
I would first like to state that the costs that the Town has incurred in drilling Well
No. 99-1 came in below the amounts estimated in Leggette, Brashears &
Graham's August 4th, 1999 proposal signed by the Town on August 11th, 1999.
Costs associated with Well No. 99-2 in which we are experiencing the
development problem are as follows:
. Stephen B. Church Company's costs to date are approximately
$54,400.00, which is within the proposal submitted at the above date,
and which also includes the additional work necessary for flood protection
and additional development time as per my September 22nd, 1999 letter.
This amount is approximately $2,200.00.
. Leggette, Brashears & Graham's costs to date are approximately
$11,000.00, which is approximately 55% of the $17,000.00 estimated in
their original proposal.

. Based on the new borings and old soil data it is Leggette, Brashears &
Graham's recommendation that two locations for additional production wells
are:
1. Adjacent to Well No. 99-2, however, setting the screen depth between 33'
- 39'.
2. At test boring location 99-1, setting the screen between 34' - 47'.
It is anticipated that the number one recommendation above would be
implemented for Well No. 99-3.
The cost for proposed Well No. 99-3 are as follows:
1. Stephen B. Church's estimated cost for drilling the well is between
$25,000.00 - $27,000.00. This figure is in addition to what was
authorized before.
2. It is felt that the cost for Leggette, Brashears & Graham's work can still
remain within the budget price of $17,000.00 originally anticipated.
3. The additional costs at this point in time are between $25,000.00 -
$27,000.00.
It is felt from our perspective that this work can be done within the authorization
of Emergency Wappinger Water Improvements No.1 - 1999. As you recall, the
total amount of that bond was $500,000.00.
If the Board is so inclined to authorize this work, the well driller has indicated that
they could mobilize the week following the Board meeting, and start the drilling
that week. It is anticipated that two weeks drilling time will be necessary.
Therefore, the sc~aen setting and development work should be done the week of
November 8th, 1999.
It is possible, therefore, that the pump test could start the week of the 15th, but if
there are some weather and/or other delays, we will not be able to start the pump
test until the week of the 29th. As you are aware there are holidays in between,
and therefore, negates that week for the pump test.

It is my recommendation that the Board accept this proposal, drill Well No. 99-3,
perform long term pump tests on both wells simultaneously, perform all necessary
water quality work, prepare all necessary applications with the New York State
Department of Environmental Conservation and the Dutchess County Health
Department, design the necessary pumps, piping, control work, etc., and be able
to place these wells in service by early next spring.
By that point in time, the Pizzagalli interconnection could be utilized to move
approximately 400 GPM of water from the Atlas Well field up to the Hilltop water
storage facilities at Cider Mill Loop.
As an outgrowth of the most recent test boring work, Leggette, Brashears &
Graham will also be able to draft a report pinpointing the remaining locations for
productions wells to be located at Atlas. This will be necessary in preparing the
Contract Specifications for that work to be put out to bid. As you recall, that is
part of the second water improvement presented to the Town last August.
