Box 324 Wappingers Falls, New York 12590 Attention: Constance O. Smith, Supervisor Reference: Recreation/Senior Center Dear Supervisor Smith & Board Members: At the October 1999 Town Board meeting, our office was asked to meet with Ralph Holt, compile a list of the existing available sites to construct a senior center, and make recommendations to the Town Board. I have met with Mr. Holt, identified the sites, made field inspections of the sites, compiled the enclosed list, and advise the following: 1. As you can see from the enclosed list there are certain sites that do not lend themselves for the construction of the proposed senior center. This would include Rockingham, Briar Lane, Spookhill, Quiet Acres, Robinson Lane, Airport Park and Castle point. 2. The parcels that would somewhat lend themselves to this construction are Town Hall, Montfort Road, Cranberry, and Rhymer. Following are their good points and bad points. · Town Hall: This property would require a wetland permit from the New York State Department of Environmental Conservation (NYSDEC). However, all other aspects appear to be quite favorable. We have made preliminary contact with the NYSDEC, and are in the process of discussing the potential of obtaining the necessary permit. · Montfort Road: This site appears to be suitable in all aspects considered, however, it is located on the east side of the Town and could be considered not centrally located. II Cranberry Parcel: This site appears to have some good positive points. There is a question as to whether or not there are wetlands on the site. Access off Myers Corners Road is questionable, and might not be considered safe without major improvements. The fact that the building would be a significant distance off the main road and not visible from the main road might also be a detraction. Joseph E. Paggi, Jr., P.E. Ernst Manin, Jr., P.E., L.S. Charles R. Del Bene, Jr., P.E. Constance O. Smith Town Board RE: Recreation/Senior Center - 2 - November 3, 1999 · Rhvmer/Old HODewell Road: This site has a number of positive points, however, the fact that the building would not be seen from the main road could also be seen as negative with respect to security. The topography of this parcel is also up and down and would not lend itself to construction of the large necessary parking area. There is also no sewer or water for this parcel. I think the Town Board should meet at this point in time and discuss the above four sites to determine which would be the best to pursue. If there are any questions or comments, please do not hesitate to contact this office. V. ery truly yours" ~ ci/~C>CJr€) Joseph E. Paggi, Jr., P.E. JEP:law Enclosure cc: Hon.
