Dear Board Members:
I am in receipt of the above referenced plan dated November 11 th, 1999, Sheets
No. C-1 through C-3, and advise the following:
1. This is a submission of a subdivision of a 24:t acre parcel into twenty (20)
lots at the intersection of Pye Lane, All Angels Hill Road and Vorndran
Drive. The parcel is located within the Phase 3A, Wappinger Sewer
TransmissionlTreatment Improvement, which has been authorized and is in
design at the present time. The parcel is also located within the Central
Water Improvement Area. The Applicant is aware that the water supply to
the Central Wappinger Water Improvement is being improved at the
present time to allow for this development and other developments to take
place. The Applicant is proceeding with the subdivision review in hopes
that when the review process is complete, the water issue will be clarified.
2. The Owner of the parcel and the Applicant of the project appear to be two
different groups. The proper legal document will need to be filed with the
Town of process this application.
3. Certification by a Licensed Land Surveyor of the property and topographic
survey will be required.
4. With respect to Sanitary Sewer:
. The Property is located within Phase 3A of the Wappinger Sewer
TransmissionlTreatment Improvement. This Improvement has been
authorized and is in the process of being designed and constructed at
the present time. When the Tri-Municipal Plant expansion is complete,
the flow will be able to be delivered from this project into the system.
If the approvals of the subdivision are complete prior to the plant
expansion, application could be made via the Town Board to the Tri-
Municipal Sewer Commission for early entry. This would be addressed
when applicable.

. During the submission of the subdivision plans, a detailed plan of the
proposed collection system, including the two (2) lots on pye Lane, will
need to be submitted. When they are submitted a detailed design
review will be done. Preliminary review shows that there are numerous
sections where the proposed collector lines are too close to the right-
of-way lines and do not create a proper separation to other utilities.
This will need to be looked at.
. The capacity of the existing line on Vorndran Drive will need to be
looked at with respect to capacity for the proposed twenty (20) lots
that would be tributary to it. This is said because there is a
documented history of sewer backups just downstream of the
proposed connection. The number of pump stations that are tributary
to these lines has at times caused flow problems in the existing
collection system. This will need to be studied thoroughly by the
Applicant in conjunction with the Town, and an agreeable point of
connection to the existing sanitary sewage collection lines arrived at.
5. The location of all existing utilities in the Central Hudson easement will
need to be identified and located.
6. With respect to Water SUDDlv:
. The Town is in the process of augmenting their source supply that
feeds this area.
. A detailed submission of the proposed distribution system, including
the connection point and service to the two (2) lots in Pye Lane, will
need to be developed and submitted during the subdivision process. Of
extreme importance is the proposed separation to all of the utilities that
will be within the right-af-wav.
7. An overall Stormwater Management Plan and Report will need to be
developed. The Town will be looking for qualitative and quantitative
mitigation of any new stormwater flows generated by the development of
the subdivision.
8. Any New York State Designated Freshwater Wetlands and/or Federal
Regulated Wetlands will need to be identified on the map, and any
infringement will need to be mitigated.
9. A brief review of the submitted Road Profile indicates that there are
vertical curves with insufficient length. This will need to be studied by the
Design Engineer. All horizontal curves appear to be appropriate.

10. The grading that has been shown on the plan has not been reviewed at the
present time due to the preliminary phase that the plans are in.
