Dear Supervisor Smith & Board Members:
As authorized by the Board, we have prepared a preliminary sketch of the
proposed Town Recycling Center to be build upon the newly acquired Dean
property, and also prepared a project cost estimate. The basis for the
estimate was a sketch given to us by Graham Foster.
It is proposed to build an entryway off Old Route 9 wide enough for two
lanes in, and build a circular drive to facilitate ingress and egress. There
will be constructed a paved parking area on top of the dumpsters with the
dumpsters sitting below. To meet the grade, a modular reinforced
concrete retaining wall will be constructed. There will provide fourteen
(14) or fifteen (15) bin (dumpster) slots to accommodate various forms of
recycled material. The backside of the dumpster areas will be paved to
allow them to be brought in and out by the carting company through the
existing Town Highway Garage site.
There will be constructed onsite adequate drainage, signage, and
landscaping facilities to make the site work in a environmentally sound
manner, and look aesthetically pleasing. The site will also be surrounded
with a 6' high PVC coated chain-link fence to insure proper security. There
is not lighting planned for this site as it is anticipated it will be used solely
during daytime hours.
The estimated construction cost for the project is approximately
$450,000.00. Design and inspection fees are estimated to be in the
neighborhood of $50,000.00, with the total project cost estimated to be
$500,000.00.

It is anticipated that this work could be designed this winter and let out to
bid early next Spring. It would hopefully be available for use to Town
residents in late Spring, if not by the Summer months.
If it is the Board's intent to pursue this project, please let our office know
as soon as possibie so that design may start.
