Photographs (1 set color) At the present time, the existing 74" x 44" corrugated metal arch pipe (CMAP) culvert under Maloney Road in the Town of Wappinger is deteriorated to such an extent, that it is causing the roadway to fail. The Town Superintendent of Highways has performed patchwork repairs, but ultimately the culvert needs to be replaced. During heavy rainfall, private property upstream of the inlet becomes inundated due to the backup of water caused by the undersized culvert. Subsequently, we have analyzed the watershed and proposed dual 71" x 47" arch pipes to handle the flow with a lower maximum headwater elevation. The construction for this project will start with the placement of erosion and siltation control, consisting of silt fence and/or haybales, downstream of the outlet. An earth dam will be constructed upstream of the inlet to allow for bypass pumping around the project area. The pump discharge will be located just downstream of the project area, where haybales and silt fence will be set to create a sediment trap prior to the downstream channel. Joseph E. Paggi, Jr., P.E. N.Y.S.D.E.C. - 2- RE: Maloney Road/Culvert Replacement September 3, 1998 Once these items are in place, the existing headwalls and culvert will be removed. Depending on the choice of the headwall construction (i.e. precast or cast in place), the culverts may be installed prior to the outlet headwall or after. In either case, the pipe installation will continue and the inlet headwall will be installed. Medium stone fill will be installed at the inlet and outlet as shown on the plans. All disturbed areas will be seeded and mulched. The earth dam will then be removed, with the erosion and siltation control being removed once the stream flow is clear and the area stable. Final paving and replacement of the guide rail should complete the project. The total amount of excavation for the headwalls and rip-rap aprons will be approximately 30 c.y. The Town of Wappinger would greatly appreciate any help you can provide to expedite the permit process, so that this project can be completed before any major failures occur.
