Reference: Culvert Replacement DeGarmo Hills Road

Dear Madam/Sir:
Enclosed please find the following documents submitted for the purpose of obtaining a
stream bank disturbance permit for the above referenced project:

The past history of the existing 36" diameter RCP culverts, has shown that the culverts
are undersized and cause water to back-up and flood surrounding properties. The
drainage area tributary to these culverts is approximately 400 acres.
During heavy rainfall, the headwater elevation at the culvert inlets rises to such an
extent that the properties on both sides of DeGarmo Hills Road become inundated with
floodwater (See Exhibit "A"). Also, DeGarmo Hills Road becomes flooded causing a
dangerous situation for motorists.
The Town of Wappinger has applied and will receive funding for the culvert
replacement from the New York State Department of Transportation Multi-Modal
Program.
The proposed improvements consist of twin 4' x 8' precast concrete box culverts,
precast headwalls and rip-rap aprons.
The construction for this project will start with the placement of erosion and siltation
control, consisting of silt fence and! or haybales, downstream of the outlet. An earth
dam will be constructed upstream of the inlet to allow for bypass pumping around the
project area. The pump discharge will be located just downstream of the project area,
where haybales and silt fence will be set to create a sediment trap prior to the
downstream channel.

Once these items are in place, the existing headwalls and culvert will be removed. The
outlet headwall will be installed and then the box culvert sections will be placed.
Lastly, the inlet headwall will be installed.
Medium stone fill will be placed at the inlet and outlet as shown on the plans. All
disturbed areas will be seeded and mulched. The earth dam will then be removed ,
with the erosion and siltation control being removed once the stream flow is clear and
the area stable. Final paving and replacement of the guide rail should complete the
project.
The total amount of excavation and fill for the headwalls and rip-rap aprons will.be
approximately 50 c.y. and 15 C.y., respectively
