Reference: Updated Flood Insurance Rate Maps and Study

Dear Supervisor Smith & Board Members:
This office has conducted a review of the preliminary copies of the revised Flood
Insurance Study (FIS) and Flood Insurance Rate Maps (FIRM) for the Town of
Wappinger, asprepared by the Federal Emergency Management Agency (FEMA).
Our comments'are as follows:
1. The Flood Insurance Study (FIS), Flood Insurance Rate Map (FIRM), and Flood
Boundary and Floodway Map (FBFM) for the Town of Wappinger have been
revised to reflect updated hydrologic and hydraulic information for Wappinger
Creek. This revision was initiated by the Federal Emergency Management Agency
and was prepared by Leonard Jackson Associates.
2. The FIRM and FBFM have been updated to current specifications whereby the
information shown separately on the FIRM and FBFM is combined to be shown on
the FIRM only.
3. FIRM number 361387 oanels 0001. 0002. 0003. 0004. 0005. 0006 and 0007:
The 1% (IOO-year) and 0.2% (500-year) annual change floodplains, floodways,
base (1% annual chance) flood elevations, and cross sections for Wappinger Creek
have been modified to reflect updated hydrologic and hydraulic information.
4. FIS Reoort:
The FIS report, including Table 2 (Summary of Discharges), Table 3 (Floodway
Data), and Flood Profiles 02P-07P have been revised to reflect these analyses.
Profile 08P for Branch 1 Wappinger Creek and profile 13P for Branch 2 Wappinger
Creek have been revised to show backwater effects from Wappinger Creek.

5. The previous maps consisted of three (3) sheets and an index for the FIRM and four
(4) sheets and an Index for the Floodway, all at a scale of 1"=800'. The new maps
combine the FIRM and Floodway maps into seven sheets and an index at a scale of
1" = 500'.
6. The new maps are computer generated, and the associated digital files are available
to the Town for use in a computer mapping system.
7. The Legend and specific zone designations have been updated.
8. The new maps show Town streets, but do!!Q! show individual lots as on the
previous maps.
9. A brief review of the major water courses and associated floodplains/floodways
was conducted by this office with the following results. Note that a direct overlay
of new maps onto old maps was not possible due to changes in map scales.
. Hudson River: Updated flood elevations appear similar to previous.
. Branch 1A (Chelsea Road to Lake Drive then to Hudson River) updated
flood elevations appear similar to previous.
. Sarout Creek: Updated flood elevations appear similar to previous.
. Subbranch Fishkill Creek: (South of Smithtown Road, and Blueberry Hill/
Moccasin Lane Area) - Updated flood elevations appear similar to previous.
. Waaaim!er Creek: In general, 100 year flood elevations along the Wappinger
Creek appear to have been lowered quite a bit. Some examples are as follows:
. At Maloney Road: Old elevation = 125, new elevation = 121
. At Jackson Road: Old elevation = 114.5, new elevation = 110.
. At Daisy Lane: Old elevation = 109.5, new elevation = 105
. At Atlas Wellfield: Old elevation = 107, new elevation = 100
. At Creek Road: Old elevation = 12.5, new elevation = 9
. Branch 1: (Myers Comers Road to Route 9 to Route 9D to Creek Road)
updated flood elevations appear similar to previous.
. Branch 2: (Lake Oniad to Green's Pond at New Hackensack Road) updated
flood elevations appear similar to previous.

. Branch 2B: (Russell Road to Green's Pond at New Hackensack Road, and
Blackthorn Loop to Branch 2 behind MVK) updated flood elevations appear
similar to previous.
. Subbranch 1: (East reach along Route 9D, and west reach along Stoneykill
Road, through Ketchamtown Road to Old Hopewell Road) update flood
elevations appear similar to previous.
10. From these comparisons, it appears that the only substantial difference between the
old and new flood elevations occur along the Wappinger. Creek.
11. The review process as detailed by FEMA is as follows:
. If you have any comments that might justify modifying the results, please use
one copy of the enclosed map(s) to identify the area of concern and return it to
FEMA within thirty (30) calendar days. If you are in agreement with the
findings, please respond with a letter stating that you have reviewed the
accompanying material. IfFEMA does not receive any comments within thirty
(30) days, they will continue processing.
. Following the 30-day review period, FEMA will publish a notice of proposed
Base (1 % annual chance) Flood Elevation (BFE) determinations in the local
newspaper. This notice will initiate a 90-day period during which your
community may submit appeals or comments on the proposed BFEs reflected in
the revised FIS and FIRM for your community. Following the 90-day appeal
period and the resolution of any appeals, FEMA will finalize the proposed
BFEs and establish an effective date for the revised study.
We have identified no changes to the maps and/or study that are deemed unacceptable.
Therefore, it is our opinion that, subsequent to Town Board review, Supervisor Smith
should sign the enclosed form (indicating that the maps are acceptable) and return the
form to FEMA
