Dear Supervisor Smith & Board Members:
I am in receipt of a copy of a memo from Michael Tremper regarding the illegal use of a
fire hydrant during the restoration work of the above referenced project. It should be
noted that the time at which the illegal use of the fire hydrant occurred was after working
hours, and was not done with our office's acknowledgement and/or inspection.
We had instruct~d the contractor and subcontractor not to use any hydrants for the water
that they require.
I am simultaneously sending a copy of this memo to AI Roberts, and am asking for advice
on Mr. Tremper's recommendation that some type of action be taken against the
subcontractor.
I agree that the water should not have been taken as the Fleetwood District water supply
is taxed enough.
I will await direction from the Board and/or the Attorney on how to proceed.

Illeg~l Use of The Fire Hydrant on Kretch Circle
On the evening of October 20, 1998 at approximately 6:30
p.m. CAMO Pollution Control, Inc. received calls of turbid water
and low pressure in the Fleetwood Water District.
After immediately responding, CAMO Pollution Control, Inc.
was informed by several homeowners that a hydro-seal truck had
drawn water from the hydrant on Kretch Circle. It appears that
the truck that hooked up to the hydrant was doing the final
seeding phase of the restoration work on Osborne Hill Road. The
use of this hydrant for the purposes of filling a truck goes
against all hydrant restrictions in the Town of Wappinger. In
addition, due to conditions in the Fleetwood Water District, this
illegal USe of the hydrant resulted in extremely turbid water and
a low water pressure condition.
I recommend that action be taken against the contractor, as
this type of illegal hydrant use could result in a potential
cross-contamination of the water district or damage to the fire
hydrant.
