Dear Supervisor Smith & Board Members:
As requested and as reported in my February 5, 1997 letter, I attended
the February 18, 1997 meeting of the Tri-Municipal Sewer Commission.
The specific purpose of the meeting was to meet with S.T.
Environmental Services, Inc. to discuss the transition of the operation and
maintenance of the facilities from Mid-Hudson Pollution Control.
In attendance at the meeting were Mike Dunagan; Pete Witko; Tony
Quartararo; Charles Scolera, Hugh Knickerbocker, and Tom Russell .
representatives of S.T. Environmental Services; and myself.
Various items were discussed conc~rning the transition, including Mr.
Dunagan' s concerns that the potential for the services they were used to
getting being degraded with the new firm. He emphasized the fact that
the contract can be cancelled within 180 days if desired by the
Commission.
Mr. Scoiera, Mr. Knickerbocker and Mr. Russell spoke for S.T.
Environmental Services assuring the Commission that the same personnel
would operate the facilities using the same format and methods that were
employed before. Mr. Scalera stated that there might be a few ways in
which the service may be able to be upgraded specifically in safety
related areas.
Mr. Quartararo recommended that a written contract or addendum to the
contract be drafted, approved by himself, and adopted by the
Commission.
At that point, the Commission discussed completion of Phase I and II
which had been on the Agenda lately.

It was stated to me that the Engineers are in the process of drafting a
letter of substantial completion, and will be submitting that to the
Commission and the New York State Department of Environmental
Conservation within two weeks.
With that in mind, we were advised to start the process of completing the
connection contract for Phase II (the Rockingham Treatment Facility). In
light of that, I will began work on that contract.
I advised the Commission that we needed to go to bid to complete this
work and it was not just a simple matter of turning a valve. They were
surprised at this statement, and stated that they would have informed us
of the impending completion if they knew that we had work to do. In
any event, we will begin the work so that the tie-in of Rockingham can be
made as efficiently as possible.
