Phase 3A
Attention:
Dear Supervisor Smith & Board Members:
On Wednesday, February 19, 1997, we submitted and initially presented
the Phase 3A Interim Map, Plan and Report to the members of the Town
Board. At this meeting, we were asked to provide an analysis of those
areas being considered for removal from the project, more specifically,
the effect on the total cost per benefit unit.
Please note that the per benefit unit costs for Phase 3A expansion shown
in enclosed Tables 1-4 have been amortized using 20 year EFC bonds.
All other foreseeable costs including existing debt retirement on the
Transmission District, annual operation and maintenance of Phase 3A Tri-
Municipal expansion, annual operation and maintenance on Phase 3A
collectors, and annual operation and maintenance on transmission mains
have been included.
Table 1 shows the cost differential for Optional Areas 2 through 5. Table
2 shows the cost differential for each costly sub-area (yellow areas).
Table 3 demonstrates the effect of removing .the Edgehill area, and Table
4 describes the inclusion of Montclair.
A review of the enclosed Tables indicates that:
o Options 2, 4 and 5 increase the cost per benefit unit by
$22-$61. However. Option 3 only increases the cost by
$7, suggesting that all or part of this option might be
included in Phase 3A.
o The cost per benefit unit increase for the costly sub-areas
ranges from $5 - $13. Each can be analyzed on its own
merits, and any or all may be included as the Board sees
fit.
o Removal of the Edgehill area results in a cost differential of
-$57. This, coupled with the fact that Edgehill has a
sewage disposal failure rate of approximately 3%,
suggests that it is not a good candidate for inclusion in
Phase 3A.

RE: Phase 3A

o As shown by Table 4, the inclusion of the Montclair
Townhouses has a beneficial economic effect on the
district, namely a savings of $105 per benefit unit. It is
our position that it is also environmentally beneficial to
include Montclair in Phase 3A.
These tables should be used in conjunction with Table B in the report
(Page 47) to estimate the total cost per benefit unit for any combination
of alternatives.
Very truly yours,
fw~

TOPICS DISCUSSED:
Robert:
Jay reviewed Phase 3A - Interim "Draft" Map, Plan & Report.
Page 21 states 31.5% population increase - number is
old. What is real estimate for population increase?
Can we do a feasibility study on population increase
effect? A report on this number is available.
paggi & Martin will find out date of population
study and upgrade future population numbers.
*** TYPO ON PAGE 24: NUMBER = $4,780.00 (HARD COST ONLY) ***
Jay:
Robert:
Jay:
June:
Vinnie:
Jay:
How many houses does Phase I & II serve?
Approximately 1750 houses/units served.
will there be significant Dollar upgrade to TMSC STP
for Phase 3A?
No
Robert: 0 Route 9D is not to be removed.
Jay:
Mike:
Jay:
Mike:
o Is Dean Place included? Should include since near
Route 9D.
No Dean Place is not proposed to be in Phase 3A.
If area is removed, will numbers go down.
No.
What will the amortized cost be if an optional area
is removed?
Page 1
June:
When considering costs, remember the combined effect
of both water and sewer.
Maybe future technology will allow improvements to
excluded areas to be done at a cost effective price.
AI: Phase 3A includes a good residential to commercial
property mix. If residents (Areas) do not come in
now, it will be difficult for them in the future.
Robert: If a resident is paying a benefit assessment they
should be in. Let the people decide if they do not
want to hook up.
Jay: Number only include areas in Phase 3A that would be
cost effective. Maybe in future, federal monies
will be available to add districts in. We can use
the informational meetings and let the public
decide.
Robert: Let me know the number before removing an area.
Jay: Did not want to give the public twelve options, so
we narrowed it down. paggi & Martin will give the
numbers for the four yellow areas that were removed
from the base area and all of the optional areas.
Connie: Yellow area numbers are not included in the
$4,780.00 base area. Total base area number will
increase when yellow areas are added in.
Jay: 0 paggi & Martin will take numbers for areas removed
and included with base area number.
o paggi & Martin will redo base area numbers and
give a revised amortized number.
Robert: On map of yellow areas to be removed, include where
poor septics are.
296 units in Montclair Condominiums. NYSDEC told
them they have to fix their STP. Do we give them the
option to be in?
June: Due to proposed water system, be careful of giving
people options of being in or out of district.
Robert: NYSDEC told Montclair that they are not mandated to
be in district.
Joe: 0 Give Montclair numbers to make decision and stress
that it will be more if they join later.
Jay:
o Set up meeting with Town Board, Montclair, NYSDEC,
DCHD and discuss cost to join.
paggi & Martin will call Joe Marcogliese to discuss
Montclair STP.

June:
Town should pressure NYSDEC & DCHD to advise
Montclair to join district.
What is total cost numbers if we put everyone in
Phase 3A?
paggi & Martin will give Town Board letter will all
the numbers.
Why doesn't the Planning Board make new developments
put sewer main in road for future use?
It is a legal issue, can not be done.
Can we have narrative on why Edgehill Road is
removed from base area?
How did paggi & Martin come up with the
Tri-Municipal Operation and Maintenance costs?
Explained Operation & Maintenance Dollar Method.
When will we hear from Clean Water Bond Act?
Application form is not finished, but Town of
Wappinger is included on April 1997 mailing list.
o Call again, met someone at Association of Towns
and they said the forms are done.
o Include people in district who really need sewer
and is cost effective.
AI: The law states that sewer costs should all be the
same, even for commercial units. There is a case
that is challenging the benefit unit formula.
Robert: AI's letter regarding water district is contrary to
the law?
AI: Wants to go to Audit & Control before determining that.
Jay: ,Compared water system and sewer system.
June: AI, can you get numbers that you feel are legal.
AI: will go to Audit & Control
Connie: WRAP UP
o Jay to give numbers for Friday meeting (02/21/97).
o In 2~ weeks, will have meeting with Montclair,
Town Board and NYSDEC.
o Need to have another Workshop
o Jay to provide Town Board with copy of Mark's notes.
