Smith Phase 3A Attention: Dear Supervisor Smith & Board Members: On Wednesday, February 19, 1997, we submitted and initially presented the Phase 3A Interim Map, Plan and Report to the members of the Town Board. At this meeting, we were asked to provide an analysis of those areas being considered for removal from the project, more specifically, the effect on the total cost per benefit unit. Please note that the per benefit unit costs for Phase 3A expansion shown in enclosed Tables 1-4 have been amortized using 20 year EFC bonds. All other foreseeable costs including existing debt retirement on the Transmission District, annual operation and maintenance of Phase 3A Tri- Municipal expansion, annual operation and maintenance on Phase 3A collectors, and annual operation and maintenance on transmission mains have been included. Table 1 shows the cost differential for Optional Areas 2 through 5. Table 2 shows the cost differential for each costly sub-area (yellow areas). Table 3 demonstrates the effect of removing .the Edgehill area, and Table 4 describes the inclusion of Montclair. A review of the enclosed Tables indicates that: o Options 2, 4 and 5 increase the cost per benefit unit by $22-$61. However. Option 3 only increases the cost by $7, suggesting that all or part of this option might be included in Phase 3A. o The cost per benefit unit increase for the costly sub-areas ranges from $5 - $13. Each can be analyzed on its own merits, and any or all may be included as the Board sees fit. o Removal of the Edgehill area results in a cost differential of -$57. This, coupled with the fact that Edgehill has a sewage disposal failure rate of approximately 3%, suggests that it is not a good candidate for inclusion in Phase 3A. Joseph E. Paggi, Jr., P.E. Smith Town Board RE: Phase 3A - 2 - February 21, 1997 o As shown by Table 4, the inclusion of the Montclair Townhouses has a beneficial economic effect on the district, namely a savings of $105 per benefit unit. It is our position that it is also environmentally beneficial to include Montclair in Phase 3A. AI: Phase 3A includes a good residential to commercial property mix. If residents (Areas) do not come in now, it will be difficult for them in the future. Robert: If a resident is paying a benefit assessment they should be in. Let the people decide if they do not want to hook up. Jay: Number only include areas in Phase 3A that would be cost effective. Maybe in future, federal monies will be available to add districts in. We can use the informational meetings and let the public decide. Robert: Let me know the number before removing an area. Jay: Did not want to give the public twelve options, so we narrowed it down. paggi & Martin will give the numbers for the four yellow areas that were removed from the base area and all of the optional areas. Connie: Yellow area numbers are not included in the $4,780.00 base area. Total base area number will increase when yellow areas are added in. June: Due to proposed water system, be careful of giving people options of being in or out of district. Robert: NYSDEC told Montclair that they are not mandated to be in district. AI: The law states that sewer costs should all be the same, even for commercial units. There is a case that is challenging the benefit unit formula.
