Draft Engineer's Map, Plan & Report for the
Proposed Combined Wappinger Water Improvement Area
Dear Supervisor Smith & Board Members:

On February 10, 1997, we submitted a Draft Map, Plan and Report for
the Proposed Combined Wappinger Water Improvement Area. This draft
report was written in direct response to concerns regarding the
Fleetwood Water District and other areas of the Town that require water
service.
Preparation of this report was "fast-tracked" in order to give the Town
Board a data base to formulate a plan. The report was drafted at a level
of detail that was n9t that of a final report.
Since that time, Mr. Roberts has voiced a number of concerns and
questions regarding the structure of the Improvement and how it should
be asseSsed against various properties within the proposed Improvement.
I have reviewed all of Mr. Roberts' correspondence and I would think that
the majority of his concerns could be addressed in the final Map, Plan and
Report while still maintaining the viability of completing the project in an
qcceptable financial structure.
II would recommend that the Town schedule the appropriate number of
meetings with Bond Council and the Department of Audit and Control to
determine what the final outcome of the Improvement should be, and that
we then modify the report to be consistent with their requirements.
At that point, the benefits system will be in approveable form, and we
would know what the difference will be from what was presented in the
draft report, if anything.
