Dear Supervisor Smith & Board Members:
At the April 17, 1997 Town Board Workshop Meeting regarding the
above referenced projects, our office was given various tasks to perform.
The purpose of these tasks is to provide the Board and support staff with
sufficient data in order to make a prudent decision concerning the format
and makeup of each proposed Improvement listed above.
Listed below is a summary of each task, it's purpose and content.
PROPOSED CONSOLIDATED WAPPINGER WATER DISTRICT
TASK I (Ad Valoruml:
Draft the framework for a District that will consolidate eight (8) existing
water Improvements/Districts by special act of the New York State
Legislature (Central Wappinger Water Improvement, North Wappinger
\/Vater Improvement, Fleetwood Water District, Wappinger Park Water
District, Oakwood Water District, Ardmore Hills Water Improvement Area,
Myers Corners II Water District, Cranberry Hills Water Improvement).
This consolidated District will also extend water service to surrounding
areas previously not served (Route 9 corridor, etc.) as well as significantly
upgrade service to areas presently served.
It is proposed that the consolidated district will assume all existing debt
from the existing Improvements/Districts. The newly consolidated district
will also construct all the necessary facilities as outlined in the Proposed
Combined Wappinger Water District Report.

The cost of the consolidation and the District will be spread over the
entire benefitted area only, and will have it's debt retired on an ad
valorum basis for each parcel.
TASK II (Benefit Basis):
Task" is a special Legislation District with essentially the same
framework as Task I, however, the cost will be proportioned on a benefit
unit basis. The benefit formula we will use for this task is the current
formula presently in use by the Town.
TASK III (Part Town, Part Benefit):
The purpose of this task is to form a district essentially the same
as Task I.
The costs will, however, be apportioned on a part-town, part-benefited
area basis. We will make a matrix in which the part-town (Town outside
the Village) pays for 1 0% -50% of the cost in 1 0% increments.
TASK IV:
Task IV will form a District with the same framework as Task III above,
however, the existing debt will not be consolidated.
TASK V:
Task V will form a District that will be similar to Task I, however, there
would be no consolidation of existing debt.

SEWER:
After considerable discussion regarding the proposed framework of Phase
3A of the Wappinger Sewer Transmission/Treatment Improvement, it has
been decided to revise the scope of the project to areas of severe need,
areas that have voiced their desire to be included within the
Improvement, and areas adjacent to the existing transmission line that
was constructed under Phase I and II.
We will prepare a map which will attempt to identify the above areas. In
preparing this map, we will consult with Daniel O'Connor of the Dutchess
County Health Department, Michael Tremper of Camo Pollution Control,
and our correspondences and telephone message from the last few years
regarding the necessity of sewage facilities for the Phase 3A area.
We will also come up with a flow that can be expected to be generated
from this proposed down-sized area. At that point in time, and after the
Town Board has agreed to these areas, a request can be made of the Tri-
Municipal Sewer Commission regarding the necessary expansion of their
facilities for this down-sized flow.
We are in the process of preparing the above work and we will be
prepared to make a presentation on May 7, 1997 at the Town Hall, Town
of Wappinger at 6:30 PM.
