Improvement Area - Phase 3A
Dear Supervisor Smith & Board Members:
Reference:
On Wednesday, April 30, 1997, a meeting was held between this office
and the Dutchess County Health Department in Beacon, to identify areas
most in need of inclusion in Phase 3A. In attendance were Don Zeller,
Sandi Ireland, Norm Pendleton, Rich Robbins, Dan O'Connor, Michael
Tremper, Joseph Paggi, and myself.
We presented a Phase 3A scenario with only those areas adjacent to the
existing trunk line (including Town Hall), and Wappinger Park. The
Dutchess County Health Department agreed that this was a good starting
point, and that Wappinger Park should indeed be considered a high
priority.
All other areas of potential inclusion were discussed and evaluated on a
basis of need. The following was noted:
o According to Dan O'Connor, there are no significant areas
of unresolved complaint in Phase 3A East, although the
Edgehill area should be looked at. It was explained that
inclusion of this area does not appear to be economicaiiy
feasible.
o Osborne Hill Road has had many complaints and several
failed septics less than five years old. It was explained
that this area was NOT considered under Phase 3A.
o The Hughsonville area had one failed septic (resolved) and
no other calls. There have been complaints of the Body
Shop discharging into a catch basin. According to the
Dutchess County Health Department, this area's most
pressing need is water.
o Losee Road, Sucich, Bel Aire, MacFarland, Brookhollow,
Pleasant, and Cameli have no unresolved documented
problems at this time.

o The Greer Toyota well is contaminated, and they want to
wash cars on site, therefore, they should be considered
for inclusion.
o Waldbaums Plaza, if economically feasible, should be
considered.
o Pavilion and Whitegate Condominiums report backups and
overflows on a regular basis, and should be considered for
inclusion. It is not known if they are meeting their
permits.
o The Old Route 9 commercial corridor should be considered
for inclusion in Phase 3A.
To summarize, in addition to Wappinger Park and areas adjacent to the
existing trunk line, the Dutchess County Health Department recommends
that the Pavilion and Whitegate Condominiums, as well as the Old Route
9 commercial corridor, be considered for inclusion in Phase 3A. All other
areas within the original boundary of Phase 3A are not areas of
documented septic problems or failures, and should only be considered if
not economically prohibitive.
