Reconstruction of Myers Corners Road
Dear Supervisor Smith & l30ard Members:
On Tuesday, May 13, 1997, I met with representatives of Dutchess
County Department of Public Works regarding the reconstruction of
Myers Corner Road to Route 9 east to Henry Drive.
In attendance at the meeting were John Tekben, Planning/Design
Engineer, and Ed Whaler, Assistant Civil Engineer I.
In general, it was discussed that the County was in the final steps of
design and land acquisition for the project. There were in the middle of
condemnation procedures for three (3) of the parcels for which right-of-
ways are necessary to be taken. The condemnation proceedings are
being handled out of County, and therefore, the timing of the proceeding
is not easily defined.
Due to the SHIPS funding for the project, it is necessary that certain
capital improvement be made this year including clearing, grubbing, etc.
It is, therefore, the Department's feeling that they will be out to bid by
mid September with some work able to be done this fall. The majority of
the excavation and paving work, however, will be done during calendar
year 1998.
As you recall, t had drafted a letter on March 20, 1996 to the Dutchess
County Department of Public Works regarding certain concerns we had
with respect to the newly installed transmission line for the Wappinger
Sewer Transmission/Treatment Improvement. I discussed these items
with the County at this point and advise them of the following:
1. It was my original contention that we will need
easements granted to the Town of Wappinger to
maintain the existing sewer line between Sta. 21 + 90
and 23 + 00 along the existing roadway.

We were assured by the County that if this land is
abandoned to the adjacent property owners the
necessary easements will be deeded to the Town at
that time. I was informed that the land will not be
abandoned immediately upon construction, but some
years thereafter.
2. We originally had a concern regarding the realignment
of the road as it placed a certain number of the newly
constructed I'!lanholes in the travelled way.
The County acknowledged that, and understood that
we need to get to these manholes to make necessary
repairs, perform the necessary maintenance, and
possibly make required excavations. I explained that
this line was newly constructed to highest standards,
and therefore, hoped that the necessity of any
excavation would be years off.
3. We had voiced our concerns about getting to some of
the manholes that are now in the travelled way to
perform routine maintenance such as flushing, etc.
They acknowledged the fact that we need to get to
these manholes, and recommended that the Town
and/or system operators apply for a maintenance
agreement with the County if we don't already have
one. This is an annual permit that should be obtained
from the County to allow us to perform our normal
maintenance.
4. !t is obvious from the profiles that a certain number (4)
of the existing manholes will need to be raised to be
consistent with the new profile of the roadway. The
methodology by which these manholes are raised will
need to be in a form that will lend itself to efficient
access in the future. We will survey the four manholes
to determine if there is a flat slab or cone section on it.
I will transfer this information as soon as it becomes
available to Mr. Whaler of the Dutchess County
Department of Public Works. If there is an existing
cone section on the manhole, it will need to be removed
to allow full and easy access to the depth that the
manhole is being raised.

We also asked that the raising of the manholes that is
greater than l' be done with precast concrete risers in
lieu of bricks, blocks, etc. Any final adjustments that
are necessary to bring the manhole castings to grade
can be done with brick and should be mortared both on
the inside and outside. Of extreme importance, is to
preclude the entering of any extraneous flows in the
form of inflow entering the top of the manhole.
If there are any questions regarding the above, please do not hesitate to
contact this office.
Please note that I will be sending the information on the above manholes
to Mr. Whaler as soon as we have it, and I will advise the Board when we
do so.
