Burke, P.E., Director Fleetwood Water, Project Description Reference: Dear Mr. Burke: The Fleetwood Water District is owned and operated by the Town of Wappinger and is located in the south central portion of the Town. The district was created in the late 1960's and serves 128 residential homes, 42 condominiums, and 14 apartments. There are currently two (2) wells with submersible pumps that supply the District. These well pumps pump to atmospheric storage tanks which have enough volume to hold one (1) day average usage of the District. Two (2) transfer pumps pump out of the atmospheric storage tanks to a hydropneumatic (pressure) tank which provides pressure to the system The wells are approximately thirty years old, and in recent history have deteriorated to such an extent that they cannot meet the daily needs of the District. There is an existing distribution system that supplies the residents of the District through water mains located on the streets of the subdivision. During the last three to four years, the production of the existing two wells that are the source of the District has dropped off dramatically. With that in mind, in 1995 and 1996, the Town tried to drill a new well in an effort to supplement the existing source. The drilling of the well did not prove to be successful yielding only 11 GPM. It was also noted that when the newly drilled well was pumping 11 GPM, the production of the existing wells dropped off the same. This showed that the new well was in the same aquifer as the existing wells, and therefore, is greatly affected by it's production. At that time, the Town started exploring different methods of supplying the District with water. The have continued to do so over the last two yea rs . Joseph E. Paggi, Jr., P.E. Burke RE: Fleetwood Water - 2 - November 3, 1997 In the interil"!1, it has become imperative for the operators of the system, Camo PollutIon Control, to truck water in to the system to augment the existing wells. In 1995, the Town trucked in 468,000 gallons of water. In 1996, the Town trucked in 210,000 gallons of water. In 1997, through September, the Town has trucked in 396,000 gallons of water. It was reported to the Town in a memo from Michael Tremper of Camo Pollution Control dated October 7, 1997, that the well production is at an all time low and they do not feel there will be any short term increase in the well output. With that in mind, the Town focused its efforts to find an additional and/or supplemental source for the Fleetwood Water District. Of several alternatives, the Town of Wappinger decided that the most advantageous would be a connection to the (neighboring) Village of Fishkill Water System. In order to accomplish the proposed connection, an existing Village of Fishkill booster station would need to be expanded and upgraded, an existing pump station would need to be replaced, and a new central metering and pressure reducing station would need to be constructed. Also recommend, but not required, for the Fleetwood/Fishkill connection are: a) the replacement of existing curb valves and water services; b) abandonment of the existing water plant; and c) the replacement of the existing water meters. As mentioned, the existing Fleetwood Water District has been operating inefficiently during the last three years, supplementing the existing inadequate wells with trucked in water to meet average daily demands. Residents of the District have been asked to conserve water, not being able to enjoy the full benefit of a centralized municipal water system, and have been asked to utilize water with sometimes objectionable aesthetic qualities. The Town Board has researched numerous avenues of augmenting the source for the Fleetwood Water District, and has preliminary determined that a connection to the Village of Fishkill Water System would be the most advantageous method of supplying an adequate quantity of high quality water to the Fleetwood Water District.
