Wappinger Remaining Areas

Dear Mr. Burke:
As mentioned, "Wappinger Remaining Areas" was originally part of a
larger project called "Wappinger Park Homes", which was listed in the
October 1997 - March 1998 Draft Intended Use Plan. The Town of
Wappinger has broken this into three (3) smaller projects. The first two
provide a major new source of supply, treatment, and storage capacity to
a large portion of the Town. This project, "Wappinger Remaining Areas",
would provide distribution to remaining satellite water districts and un-
watered areas lying in between, delivering potable water service to
approximately 65 % of the Town of Wappinger (three project total).
The existing satellite water systems to be consolidated under this project
are as follows:

Wappinger Park Water District
Tall Trees Water District
Oakwood Water District
Although the Oakwood and Wappinger Park Districts have sufficient
supply, both are plagued by water quality problems. The Oakwood
wellfield quality problems are aesthetic in nature, and stem from elevated
iron and manganese levels, resulting in objectionable water color and
odor. The Wappinger Park wellfield has a long, documented problem with
elevated chloride levels. Prior to the acquisition of the system by the
Town, there were numerous instances of code violations for chloride
levels. When the Town took control of the system it added an additional
source (Hark Place #3 well) that, when blended with the existing well
output, produced a supply with acceptable chloride levels. The system
operators have noted that the increased use of the Hark Plaza #3 well has
resulted in rising chloride levels, to the point where they are again in
jeopardy of exceeding sanitary code levels.

The proposed distribution mains to be constructed under this project will
also provide water service to currently unserved sections of the Town in
the lands between the eight existing districts, and will allow for the safe
and environmentally sound development of numerous large parcels of
residential land currently slated for development, but which are lacking
potable water service capabilities.
The existing water systems user, supply, and demand data, as well as
problem areas/required capital improvements, are summarized in Table 1
herewith.
