Smith, Supervisor Groundwater Under the Influence of Surface Water Hilltop, Rockingham and Atlas Well Fields Dear Supervisor Smith and Board Members: Reference: This letter is written to further advise you of the Town's responsibility regarding the above referenced matter. As previously outlined in our correspondence of February 6, 1992; March 13, 1992; February 1, 1993; and February 2, 1993; the Town will be responsible for complying with the New York State Department of Health, "Groundwater Under the Influence of Surface Water" rules as follows: 1. Detailed information and lab analysis must be submitted to the Dutchess County Health Department by June 30, 1994. That department will be the reviewing agency, and will make the final determination in this matter. 2. The analysis of each well field shall comply with the enclosed flow chart as follows: o Step 1: Identify Source Type All sources in questions are drilled wells. o SteD 2: Review Protection Criteria All sources in question fail to meet State protection criteria in that they are less than 50 feet deep and/or less than 200 feet from a surface water. t r '''c:~nJ, F P10'0'; Tr P f.' r;'.....-t '" >..~;.. Smith, Supervisor Groundwater Under the Influence of Surface Water Hilltop, Rockingham and Atlas Well Fields Attention: o SteD 3: File Review and Sanitary Survey o SteD 4: Monitoring, Sampling and Analysis Basically, Steps 1, 2 and 3 are completed, and would just need to be compiled in report form. The Step 4 sampling and lab analysis still has to be undertaken for the three wellfields. 3. Our previously submitted sampling protocol (dated February 2, 1993) called for samples to be taken at eight (8) groundwater sources and five (5) surface water locations for a period of twelve (12) weeks. The approximate cost for this work was estimated at $34,000.00 for Central Wappinger Water and $22,000.00 for Atlas. Since the time of our original proposal, the New York State Department of Health has indicated that a less extensive testing program may be acceptable. Although no set protocol exists at this time, the Dutchess County Health Department is in the process of formulating one, and it would appear to be much reduced in scope and duration from our original proposal. For example, rather than a twelve (12) week duration, it may now be possible to conduct the analysis during a 72 hour continuous pump test period. Thus it can be expected that the previous cost estimates will be reduced accordingly. January 10, 1994 Page Three Town Board Town of Wappinger P.O. It should be noted that if any groundwater source is found to be directly influenced by surface water, that source will be required to follow the stringent "Surface Water Treatment Requirements". This would require that the source be filtered, or disinfected to comply with State avoidance criteria. This office is continuing to monitor the Dutchess County Health Department progress in formulating a sampling protocol. It is our recommendation that the Town undertake this sampling protocol as soon as it is finalized, so as to meet the June 30, 1994, submission deadline.
