Thalman Zoning Change
Dear Board Members:
I am in receipt of the above referenced Application for Change of Zone
from HD to HB and report the following:
1. There appears to be approximately five (5) uses
allowed in the HB Zone, not allowed in the HD Zone.
These are
o Health & Exercise Clubs
o Conversation of an Existing Large Residential
Structure.
o Temporary Outdoor Sales
o Dry Cleaning Establishments
o Transportation Terminals
The Town shouid make a determination as to whether
or not these uses would be in conformance with the
Master Plan of the Town of Wappinger.
2. From a bulk requirement perspective, there are two
items that would appear to be different with the
proposed re-zoning.
The HD Zone requires a five acre parcel with a
minimum frontage of 300', while the HB Zone requires
a two acre parcel with a minimum frontage of 100'.
As you can see, if the zoning goes through, the
existing parcel would be allowed to be subdivided into
a minimum of four (4) two acre parcels. Whereas,
now it could not be subdivided due to the five acre
requirement.

The second item is that the maximum building
coverage and floor area ratio will actually decrease
with the proposed re-zoning from 30% and 0.5 to
25% and 0.4, respectively. This would appear to be
to the benefit of the proposed re-zoning.
