Dear Supervisor Smith and Board Members:
As per the Workshop Meeting of June 13, 1994, I contacted Dan
O'Connor, P.E. of the Dutchess County Health Department regarding the
possibility of tying in the Stotz's Mobile Home Park to the North
Wappinger Water District.
It was reported to us that there are presently 50:1:: connections at the
mobile home park with an average daily flow of approximately 5,000
gallons per day (GPD). These were the parameters I presented to Mr.
O'Connor.
After discussions with other Senior Staff Officials at the Health
Department, Mr. O'Connor called me back and informed me of the
following:
1. The Dutchess County Health Department would
approve an emergency connection from the North
Wappinger Water District to the Stotz's Mobile Home
Park. This emergency inter-connection would be used
as necessary by the mobile home park during times of
failure of their source. The inter-connection would be
operated manually by the Town at the request of the
mobile home park. The mobile home park must
maintain their source to current State Health
Department and Part V regulations, and use when
able.
This emergency inter-connection would not require the
extension of the District or the filing of a water supply
application.

2. If the Town and/or mobile home park opted to make
the connection permanent, the Town would either
have to expand the North Wappinger Water District to
include the mobile home park property and/or make
the mobile home park property a tenant to the district.
Either action would necessitate the filing of a Water
Supply Application with the New York State
Department of Environmental Conservation and
technical approval from the New York State Health
Department.
Although this is a time consuming task, the significant
aspect of this application is the possibility of the State
denying the application due to the lack of gravity
storage within the North Wappinger Water District or
the existence of an emergency standby generator at
that district.
I did discuss the inter-connection to Central Wappinger
with Mr. O'Connor. He feels that the Town might be
able to take some credit for the capacity at Hilltop.
However, it must be demonstrated that the average
annual daily flows from both Hilltop and North
Wappinger Water must be able to be effectively stored
at the Hilltop tank. Effective storage would be defined
as the amount of storage that exists that would still
provide a minimum of 20 psi storage during extreme
flows at all points throughout the distribution system.

I do not know whether this condition actually exists
without gathering data and performing calculations.
However, I would question as to whether or not the
Town could provide that.
At this point in time, I would think it appropriate to question the Stotz to
determine which direction they wish the Town of take. If they wish to
pursue the emergency connection, we could design it with the
understanding that they must maintain their source in a form acceptable
to the State.
If they wish to make the connection permanent, the Town will need to
decide whether or not they want to pursue the Water Supply Application
with the potential for being denied.
