In March of 1992, I drafted a report to the Town Board listing areas
within the Wappinger Sewer Improvement Area No.1 which never had a
collector line constructed to be able to serve their properties.
I stated in that report that the parcels would be able to receive
treatment service once the Tri-Municipal Expansion is complete.
Therefore, the necessity for the construction of the collector line would
become increasingly more important.
As you know, the completion of the Tri-Municipal Expansion is
approximately 14 (fourteen) months off, and therefore, I think the
subject should be raised again.
I have enclosed a copy of the March 30, 1992 report for your review,
and will make myself available to discuss it at any subsequent
workshop.

Dear Board Members:
As you recall at the January 27, 1992, Town Board' meeting, we were
instructed to research Mr. Hank Cuatt's request as to when he would
receive sanitary sewer service to his property on Old Hopewell Road.
As you know, this is one of the parcels in the original Wappinger Sewer
Improvement Area No.1 that never had a collection system constructed
In front of it. At that point in time, I made a request to Mr. Thomas
Logan, Town Assessor, to provide to us a list of all properties that fell
into that category so that we could write a comprehensive report. This
would allow the Town Board to review all the necessary work at one
time.
As you know, once the Tri-Municipal Expansion is complete in December
of 1995, these people will be able to tie-in to the system, as the
treatment capacity would then exist.
Mr. Logan furnished me with a list of the property owners on February
11, 1992. I have enclosed a copy of that list for your review.
As you can see, there are numbers in parenthesis located to the right of
each property, I will refer to these properties by that number elsewhere
in this letter.
Parcel Nos. 1, 2, 3, 4, and 5 are residential and commercial parcels
located on the north side of Myers Corners Road, just west of Roberts
Lane. They were included in the original boundaries of the Wappinger
Sewer Improvement Area No.1, but never had access to a sewer
collection line.

New Collector Lines
After the Tri-Municipal expansion is complete and the treatment capacity
exists, they will be able to tie directly into the prop.osed trunk line that
will be constructed along the north side of Myers Corners Road. That
line will be designed to such an elevation to allow them to tie directly
into it. Construction of this line will be complete prior to the plant
expansion. Therefore, when the expansion is complete they will be able
to receive immediate service. .
Parcel Nos. 6 and 7 will be able to tie directly into the existing collection
line on Cedar Hill Road. To the best of my knowledge, Parcel No.6 is
already hooked in. This should be verified by the Sewer Billing
Department. Either way, when the treatment capacity exists they will
be able to receive service without any additional work.
Parcel Nos. 8, 9 and 18 are existing residential parcel that exist on the
south side of Hopewell Road. They were included in the original
boundaries of Wappinger Sewer Improvement Area No.1, however, do
not have a collection line built in front of them. There is presently a
collection line that is located just west of the Eck Road/Hopewell Road
intersection. This main would need to be extended in a westerly
direction approximately 500 feet to serve these three (3) parcels.
Obviously, there would be a capital cost associated with this work. It is
estimated that construction cost could be in the neighborhood of
$50,000.00. However, it could only be accurately calculated based on
an in-depth engineering study. If the Board wishes, we could start and
prepare this study to provide the Board with a more precise number.

Parcel No. 10 is a large parcel located on the west side of Cedar Hill
Road. This parcel, when developed, could tie directly into the existing
collection line on Cedar Hill Road. This could be done when the
treatment capacity exists in December 1995, and would be done by the
Developer of the parcel. . .
Parcel Nos. 11, 20, and 21 are residential properties located on the
south side of Hopewell Road, ,'ust east of Kendall Drive. To provide a
collection line for these three 3) parcels would necessitate extending an
existing collection line southerly on Kendall Drive, approximately 400
feet to the intersection of Hopewell Road. There the collection line
would need to cross Hopewell Road and proceed easterly approximately
400 feet.
Obviously, there would be a construction cost associated with this
work. The construction cost Is estimated to be In the neighborhood of
$95,000. Only after an in-depth engineering study could a more precise
number be given to the Board. If the Board so desires, we could
prepare a study and provide you with that number.
The above parcels (Nos. 11, 20 and 21) could tie Into the Kendall Farms
system assuming that they tie-in as Individual lots only. There is an
existing pump station In Kendall Farm which lifts the sewage up to the
existln~ trunk line on Spook Hill Road. On the surface, it would appear
that thiS pump station has the capacity for three (3) individual homes. If
either Parcel Nos. 11, 20 or 21 were further developed, it would need to
be determined whether or not the existing pump station has the capacity
to handle that development. It would appear that the potential for a
large development of these three (3) parcel Is not of that great. Again,
on the surface It would appear that this pump station could handle some
minor increase flow. Obviously, this would need to be looked at in an
in-depth engine~rlng report.

New Collector' Lines
Parcel Nos. 12, 13, 14, 15, 16 and 17 are parcels located on the north
side of Myers Corners Road, near the intersection of Kent Road.
Parcel No. 12 could have its own lateral constructed in a southerly
directio.n across Myers Corners Road to the existing collector line. This
could be done for approximately $10,000.00. Again, I would like the
opportunity to do an in-depth study betore giving the Board a precise
number. However, tor budgetary purposes I think the above would
suffice.
Parcel Nos. 13 through 17 are occupied residential parcels located off a
private right-ot-way ,'ust east of Kent Road on the north side .of Myers
Corners Road. A co lector line will need to be installed across Myers
Corners Road in a northerly direction, and the appropriate trunk line
would need to be constructed up the private right-of-way to be able to
serve these parcels. An easement would need to be obtained trom the
owners of the right-ot-way prior to this.
The approximate construction value of this work is $65,000.00. Please
use this number tor budgetary purposes only. A more precise number
could be submitted to the Board after completing and in-depth study of
the area.
Parcel No. 19 could tie directly into the existing and/or proposed
collection lines that exist or will exist on the northerly end ot Cedar Hill
Road. These lines exist now or will be built during the construction ot
the Rockingham Force Main Project. These lines will be ready prior to
the treatment plant expansion, and theretore, no capital work will need
to be done to serve thIS parcel.

As you can see from the above, there are four (4) individual
construction projects that would need to be done to allow these parcels
to hook into a collection line when the treatment capacity exists for the
Wappinger Sewer Improvement Area No.1. The remainder of the
parcels either have a line in front of them, or will have availability to a
line with the work proposed under the transmission portion of the
project.
The estimated construction value of the four (4) separate projects listed
above is $220,000.00.
A more detailed estimate could be provided to the Board upon an
engineering study. This detailed estimate will not only ioclude the
construction costs, but also the necessary engineering, surveying and
legal costs that will be attributed to doing this work.
The purpose of preparing this preliminary report at this point in time is to
give the Board enough information to make the appropriate decision, so
that when the treatment capacity exists these residents will have a
collector line in front of them and give them the ability to utilize the
municipal system.
I would recommend that the Board schedule a special Workshop for this
item to discuss it. I would be more than happy to answer any questions
that the Board has at that point in time.
