Smith, Supervisor Atlas, Hilltop and Rockingham Well Fields o Chlorine Retention Facilities o Groundwater Under the Influence of Surface Water Determination Dear Supervisor Smith and Board Members: As per the enclosed correspondence from the New York State Department of Health and the Dutchess County Health Department, please be advised that the above referenced public water supply wells have been determined to be not under significant influence of surface waters. As you may recall, we were awaiting this determination prior to performing any of the necessary upgrading of the existing chlorine detention facilities. Plans and reports for chlorine detention facilities at the Hilltop and Rockingham well fields were previously submitted to, and approved by the Dutchess County Health Department on June 14, 1990 and March 17, 1989, respectively. No plans were ever submitted for the Atlas well field. We would recommend the following: 1. Plans and specifications previously submitted for the Hilltop and Rockingham chlorine detention facilities be updated to 1995 standards and re-submitted to the Dutchess County Health Department for approval. 2. Plans and specifications ensuring that all wells at the Hilltop and Rockingham well fields are above the 100 year flood elevation be prepared and submitted to the Dutchess County Health Department for approval. Pending the results of the upcoming aquifer analysis of the Atlas well field, plans and specifications be generated for the installation of adequate chlorine detention facilities. The results of the aquifer analysis will dictate the nature and extent of the proposed chlorine detention facilities. It should be 'noted that the Dutchess Coumy Health Department ha~ requested that the Town respond with a schedule to perform the above work. Therefore, no special treatment systems are required at these wellfields, However, the existing hypochlorite disinfection systems lack the facilities which would provide a proper "chlorine detention time" for groundwater disinfection. This needs to be corrected by the installation of chlorine detention tanks. Plans and reports for chlorine detention facilities need to be submitted to this department for review and approval. Other necessary improvements also need to be considered such as ensuring that all wells are above the 100 year flood elevation. Please respond with a proposed submission date for these documents. Dutchess County Health Department 387-391 Main Mall Poughkeepsie, New York 12601 Dear Mr. O'Connor: I have reviewed the data you transmitted on the Town of Wappinger1s Hilltop, Rockingham and Atlas well fields. Based on the tests that show no Giardia or Cryptosporidium were detected and that the wells have been on line for years without a reported outbreak, we can declare that the wells are not under significant influence of surface water. This determination may be subject to revision if definitive guidance as to what constitutes ground water under the significant influence of surface water is issued by the United States Environmental Protection Agency. We recommend that the standard thirty minute contact time be provided for these wells with provision for expansion, should future United States Environmental guidance on the Surface Water Treatment Rule necessitate additional contact time.
