Proposed Road Projects
Dear Supervisor Smith and Board Members:

As a follow up to the presentation and discussion of the above
referenced subject at the January 17, 1996 Workshop meeting, we are
submitting this correspondence to summarize the options available to'
the Board regarding project scope and financing. .
Each project will be summarized individually, and are as follows:
WHEELERHILL ROAD:
This project presently has $150,000.00 in approved SHIPS funding
available. Due to the concerns regarding this project by the area
residents, this office was asked to down scale the scope of this project.
We narrowed the roadway from an acceptable standard of 22 feet wide
.to approximately .16 feet (the existing width) to reduce the impact on
adjacent properties. We feel that utUizing available funds to build a sub-
standard width road is not an efficient alternative for the Town.
One suggestion presented to decrease the accident potential of the road
would be to implement one way traffic. Wheelerhill Road would be one .
way from Old State Road to Greystone. This alternative will likely cause
some concern on behalf of the residents; however, it will increase the'
safety of the road without impacting the historic preservation of the
area, and a large capital expenditure by the Town.

Since the Town Board has decided to forgo the total road widening and
geometric Improvement, there exists two choices; leave the road status
quo or create a one way. In either case, the $150,000.00 in SHIPS
funding allocated for this project, could possibly be transferred to the
Widmer or Old Troy Road project. This of course would require
permission from the State.
SPOOKHILL ROAD:
This project resulted In a similar situation as the project discussed
above. The resident adjacent to the proposed horizontal realignment
was unwilling to convey the necessary land to the Town. As a result,
this office Investigated alternative alignments; only to conclude that
without a large road taking the alternatives would not conform to
current engineering standards.
On the other hand, the proposed vertica.1 realignment Just north of
Roberts Road, could be done. This modification was Included in the
Spookhill project to improve sight distances, especially at the '
intersection of Roberts Road and Spookhill, and was separate from the
horizontal realignment work.
We have listed the cost for the vertical realignment In the cost
breakdown table (copy enclosed). As you can see, there Is suffielent
money available for the work with $126,600.00 surplus which could be
transferred to Widmer or Old Troy Road.

WIDMER ROAD:
The SHIPS funding allocated for this project Is $75,000.00. The project
requires an additional $119,700.00 for completion. This proposed
improvement was greeted favorable by local residents, and the
necessary easements should be forthcoming.
The last Issue to be resolved Is the additional funding. This is one area
which could utilize the existing SHIPS funds from either the Wheelerhill
or Spookhill Road projects.

OLD TROY ROAD:
As you can see from the cost breakdown, no funds have been allocated
for this project. Initially, project funds were to be obtained from the
1990 Drainage budget. However, due to recent flooding in the Town,
monies in this budget may be required for drainage improvements.
There is a possibility that existing SHIPS fund could be transferred to
this project; but again, this .will require approval from the State. .
