Dear Supervisor Smith:
On August 20, 1996, a progress meeting was held at the Tri-Municipal
Sewer Plant regarding the Phase 3A expansion.
In attendance was Mark O'Sullivan, Jim Sedore, Tony Quartararo, Peter
Witko, Peter Cantline, Matthew Rudikoff, and myself.
Mr. Quartararo explained that he had sent the Draft Contract to the
Town of Wappinger, and that the Town should review the contract and
look for any additional areas that they feel should be addressed at this
point in time. He explained that basically he started from scratch in
preparing this contract, and tried to use the existing contract as a
model, and simplify and amplify where necessary.
Mr. Quartararo felt there were a few areas that the Town would need to
look at, and asked how they wished to negotiate this with the
Commission. I explained that it was my understanding that the Town
was going to appoint a team, and that they would negotiate with the
team appointed by Commission. I would recommend that this be done
and that the team contact Mr. Quartararo to initiate a first meeting.
There were numerous discussions had regarding the scope of the work
that will need to be done by the Commission to handle the flows from
Phase 3A. One of the items that will need to be upgraded are the pipes
leading from the Village pump station to the inlet of the Tri-Municipal
Sewer Plant. Mr. Cantline explained which sections of the pipes needed
to be upgraded and the potential impacts on the existing easements.

~- One suggestion was mad"e that thiS line be designed as a force main in
total from the Village Pump Station to the Plant inlet. This may be
cheaper in capital costs and easier to install in the confines of the
existing easement. Mr. Cantline was going to research and review this.
Mr. Rudikoff reported that there will be a meeting held on August 27,
1996 at the New York State Department of Environmental
Conservation's office in New Paltz regarding all permit acquisition. The
meeting in all likelihood will take place at 10:00 a.m. It will be attended
by Mr. Joseph Marcogliese of the White Plains branch.
It was requested that the Town be represented at this meeting with the
appropriate representative. I will be there and I would recommend, at a
minimum, yourself and Albert Roberts be presented.
Mr. Quartararo explained that with respect to contract negotiations, time
is of the essence and the meeting between the Town and the
Commission be set up as soon as possible.
Mr. Witko advised that the next progress meeting was scheduled for
September 17, 1996, at 9:30 a.m.
