The apparent low bidder is Cal Mart Construction, Corp.
in the amount of $1,085,075.00. We have checked the bid
from Cal Mart, and find all appropriate forms signed and
the bid to be mathematically correct.
As you recall, the original estimate for this contract
was $986,000.00 done by this firm in January 1996.
During the design/development phase of the contract there
were certain items added to the job that have necessarily
increased the cost.
If I use the units used by Cal Mart in their bid, the
following items are additional to what was estimated last
January.
o 2,000 Yards of Rock Excavation - $50,000.00
o 5'-6' Ht. White pine - $2,400.00
o Stockade Fence - $18,200.00
o Drainage structure #8 - $ 6,000.00
This is summed up at $76,600.00.
If the above amount is added to the original estimate'you
come up with a $1,062,600.00. This amount is within 2.1%
of the bid amount.
We, therefore, recommend that the low bid of Cal Mart
Construction Corp. be accepted in the amount of
$1,085,075.00, and that the contract be executed subject
to the filing of an acceptable Performance Bond and
insurance documents.
We further advise that the amount of rock estimated for
the contract is 5,500 yards. As in my previous letter of
August 29, 1996, the amount of rock that will be
encountered is unknown at this point in time, and the
amount that was placed in the contract was based on our
local knowledge of the area.
If the amount of rock excavated comes in over the amount
estimated, then the total project cost will increase.
Conversely, if the total amount of rock excavated comes
in under the amount estimated, then the total project
cost will decrease. This is an important item to keep in
mind and have a contingency budgeted for.
