Dear Board Members:
At the request of Central Hudson, a meeting was held at the Town Hall,
Monday, August 19, 1991, regarding the impact of the current Central
Hudson Gas Line Construction on the Hilltop Wells. In attendance were
Lawrence J. Steuer, Wayne Mancroni, and Patrick Bristol of Central
Hudson; Craig DuBois of New York State Department of Environmental
Conservation; Dare Fitzpatrick and Michael Tremper of Camo Pollution
Control; Connie Smith, Supervisor, Town of Wappinger; and the
undersigned.
A history of the Project, the Town's involvement and comments were
discussed. It has always been the Town's and this office's position that
there exists the potential for impact of this construction on the well field at
the Hilltop site.
With that in mind, Central Hudson has proposed to the Town to construct
the pipe line by the boring method rather than the open cut method.
Utilizing this method minimizes impacts of the excavation and disturbance
to the stream.
For the record, the New York State Department of Environmental
Conservation's representative was highly in favor of the boring method
rather than the open cut method.
I would think it would be the Town's position, and it is this office's and
Camo Pollution Control's position, that the boring method is the preferred
method over the open cut.

This method definitely minimizes the impact on the aquifer and lessens the
chance of sedimentation of the creek. This method also minimizes the
impact on the existing pipe lines in the area, one of which is highly critical
to the operation of the system.
We would like to point out at this time, that although this is a preferred
method by the Town, there still ~ exist a chance that this operation
could effect the formation.
There will also be temporary impacts associated with the construction and
operation of the boring pit and receiving pit. The boring pit would be
located on the Fishkill side of the creek and the receiving pit would be
located on the Wappinger's side of the creek, approximately 70 feet from
the creek bank.
We would ask that during the construction and operation in the boring pit,
that the pumping operation to keep the boring pit dry only be done during
working hours, and that the boring machine be removed during non-
working hours. We would ask that the amount of working hours be kept
to a minimum, and that the necessary amount of water to be removed to
minimize the necessary man hours be utilized.
With respect to removing water from the receiving pit, we would ask that
the maximum amount of water pumping be limited to four (4) hours and
that Central Hudson give the Town 48 hours notice prior to starting this
operation. The amount of water to be taken during this four hour period
should be maximized to minimize the time spent in this pit.
For the record, the Town will also try to assist Central Hudson by changing
their method of operation of the well field and utilize the pumps closest to
the receiving pit to minimize the amount of ground water Central Hudson
would have to pump to dewater the receiving pit.

Central Hudson has requested that some correspondence be sent from the
Town to them stating that this method is a preferred method by the Town.
Although I would recommend that the Town can and should write this
letter, I would advise that the Town Board caution Central Hudson that the
potential still does exist for this type of construction to impact the well
formation.
