Town of Wappinger
Industrial Waste Survey
Dear Board Members:
Reference:
As part of the SPDES Permit Modification Application for the Wappinger
Sewer Transmission/Treatment Improvement Area, the Town was required
to undertake an Industrial Waste Survey of all possible industrial users in
the Wappin~er Sewer Improvement Area No. 1 or the Rockingham Farms
Sewer District pursuant to the SPDES Permit definition. The questionnaire
for the survey was sent out in September of 1992, and enclosed please
find the results of the survey.
Upon our review of the results from the Myers Corners Elementary School
and IBM Corp. located on All Angels Hill Road, we find the wastewater
constituents are at acceptable levels typical of domestic sewage. *
The results obtained from the IBM Corp. located on Myers Corners Road
indicated acceptable levels for typical domestic seweage, but also denoted
traces of heavy metals (cadmium, copper, iron, etc.), of which we do not
have any literature specifying typical concentration levels for wastewater.
However, we have compared the heavy metal concentration levels shown
in the results with the maximum contaminant levels for potable water
contained in Part 5 of the N.Y.S. Sanitary Code. As a result of this
comparision, we feel that the heavy metal concentrations are acceptable.
* Typical composition and concentration levels of domestic sewage

B. Brief Description of Industry
lBU East Fishkill is a manufacturing and semiconductor
packaging products. IBU leases B/593 located on All Angels
Road in the Town of Wappinger from the owner Contrail
Associates of Wappinger.
IBU performs all manufacturing and development at its main
plant located on Route 52 in the Town of East Fishkill. IBM
presently performs no manufacturing or development of
products in B/593, and no plans exist for this type of
activity in the future. The activity in B/593 is limited to
performing reliability qualifications for IBM East Fishkill
semiconductor products. Specifically, this includes
accelerated life testing of products by accelerating time.
Semiconductor chips and products manufactured at the main
IBM East Fishkill facility are stressed with accelerated
voltages, currents, temperature, and humidity. No chemicals
are applied in this specific process or activity.
C. SIC Code
The main IBM facility operates under the 3471 SIC Code.
D. Principal Product or Raw Material:
Activity in B/593 is limited to testing products
manufactured at the main IBM East Fishkill facility. IBM
produces no products or raw materials at B/593
E. Flow:
The only flow is normal sanitary sewage from toilets and
wash basins. The building is presently occupied by 27
employees. Assuming an average of 25 employees present
during the 5 weekly work days, the flow is estimated at 625
gallons per day. This assumes 25 gallons per person per day,
based on standard NYSDEC sewage flow tables.
F. Is Pretreatment Provided:
No, pretreatment is not necessary because no chemical
usage occurs in this building.
page I
Page II
G. Wastewater Characteristics:
Per a phone conversation between Hr. Stephen Detommaso from
IBH East Fishkill Enviromental Regulatory Engineering and
Hr. Jay Paggi who represents the Town of ~vappinger, IBH and
the landlord are not submitting results of actual sampling
and analyses for the waste water from B/593. This was
discussed and agreed upon because no chemical usage occurs
in the building; therefore, the waste water is
characteristic of commercial office space and not
industrial. We anticipate the characteristics of BOD,TSS
NH3, and PH to be that of standard municipal sewage. There
are no heavy metals, no oil or grease and no organic
chemicals in the waste water.
ESTIHATED
BOD = 150 - 250 mg/l
TSS = 150 - 300 mg/l
NH3 = 10 - 25 mg/l
PH = 7 - 8 s.u.
