M-E-M-O-R-A-N-D-U-M TO: Connie Smith, Town of Wappinger Supervisor r Inc. (V\? FROM: Michael P. Tremper, CAMO Pollution Control, DATE: October 23, 1995 RE: Sewer Backup on Deer Run Road On October~l, 1995 at approximately 2:45 p.m., CAMO Pollution Control, Inc. received a call from the Town Highway Department about a manhole that was overflowing on Deer Run Road. CAMO Pollution Control, Inc. immediately responded to this complaint. At that time, it was found that the torrential rainstorms and area flooding combined with an obstruction in the sewer main was causing the manhole to overflow. At 3:30 p.m., CAMO Pollution Control, Inc. personnel started to pump the manhole to help relieve the backup so the obstructions could be cleared. Once the manhole was pumped down, the Town Highway Department made several attempts to clear the main with the Highway flushing truck. It became obvious that the line could not be completely cleared with the flushing truck. This was critical because the pipe needed to be completely clear to handle the excessive flows caused by the heavy rains. To remove the obstruction in the sewer line, CAMO Pollution Control, Inc. utilized our flushing truck with a specialized root cutter to clean the roots from the sewer line. At approximately 10:30 p.m., the roots were completely removed from the sewer line and the line was running freely. MPT/wh464 \ . ~ At 3:30 p.m., CAMO Pollution Control, Inc. received a call from the Fire Department that sewage was running into the home on 11 Deer Run. By this time, CAMO Pollution Control, Inc. was working on the problem. CAMO Pollution Control, Inc. responded immediately and put a towel in his downstairs bathroom which stopped sewage from entering his house. At approximately 10:15 p.m., the resident from 15 Deer Run arrived home and found sewage had flowed into his house while no one was home. Both residences were informed that they needed to make a report of the damages and send it to the Town. Unfortunately CAMO Pollution Control, Inc. was not contacted by the homeowners until long after the problem had existed. By the time the~ighway Department contacted CAMO Pollution Control, Inc. sewage must have been running into the homes for sometime. It should be noted that although the main was not completely cleared until 10:30 p.m., the sewage stopped backing up into th~ homes when CAMO Pollution Control, Inc. started pumping the manhole on Deer Run Road. The problems which created the sewer backup on October 21, 1995 were the combination of a partial obstruction in the sewer main combined with an excessive flow caused by area flooding and the torrential rainstorms. This particular sewer line had been flushed completely on March 10, 1995 by CAMO Pollution Control, Inc. and the Town flushing truck. The manholes in the vicinity had been visually inspected by CAMO Pollution Control, Inc. on September 20J 1995.
