Mrs. Snowden and Gentlemen:
It is established by the signed statement that Mrs. Patterson
has paid the invoice.
It is established by Terry Glass, Camo Pollution Control, that
the responsibility was that of the Town of Wappinger and not the
resident. This was confirmed upon digging and exposing the connection
and hook up area for visual inspection.
I will introduce Town Board resolution to reimburse resident
amount of $33.08.

Dear Mrs. Patterson:
Recap as of this date:
Sewer backup on October 18, 1977, Mrs. Patterson called in
"Lambert Inc." plumbing who used a roto rotor type equipment.
Also, the Developer was called in. "Roto Rotor" equipment apparently
cleared line from house to street connection, not street lateral.
Example using water spec's and rules as follows:
A. Homeowner responsible from house to curb cock.
B. Town responsible from curb cock to street lateral.
From all apparent information the block up is in area as stated
in "B" as used in water connection.
On this basis, with the homeowner paying for service and not being
able to use facilities, I have hereby ordered:
Advising Highway Superintendent to call in responsible contractor
to immediately open up lines and restore service and to establish when
lines are open who is responsible, Town, homeowner, builder, etc.
If it is established the neglect or responsibility is that of the
Town, that the homeowner present a detailed account of expenses incurred
prior to the Town opening lines and if the Town is truely responsible,
the town will evaluate the unnecessary expense paid by the homeowner
if said homeowner is not the responsible principle.
