Thalle Industries Inc. was apparent low bidder for our regular fine and extra fine top. These two grades account for more than 95% of our needs. Tha1le's bid was .50/ton less than Poughkeepsie Asphalt's bid for regular fine and .75/ton less than Poughkeepsie Asphalt's bid for extra fine. On the surface this appears to be a savings for the town. However due to the location of the two plants additional trucking is required to use Thalle. In addition Thalle's plant is a batch plant. A batch plant is only capable of putting out one type of blacktop at a time. This means if Thalle's plant is producing binder we would not be able to purchase anything but binder that day. In our bid package we have included the following statement "In awarding contracts, the Town shall take into consideration the distance from the bidders plant to the Town Garage". Poughkeepsie Asphalt's plant is a round trip of 7.0 miles which took 12 minutes in normal traffic on 2/18/98. Thalle's plant is a round trip of 13.4 miles which took 26 minutes to complete on 2/18/98. We must also keep in mind that this year a major construction project is being done at the intersection of Rt 9& Rt 84. This project will result in additional delays in reaching Thalle's plant. The majority of our material during our paving operations is hauled in rented equipment at rates of $65 and $75 per hour. Using Thalle as a sole contractor would double our trucking cost and nullify any saving of .50 or .75 per ton on the material. I recommend we give the bid to Poughkeepsie Asphalt as our primary vendor. 2 I also recommend we use Thalle for any paving south of MacFarlane Road provided they are running the mix we require.
