SUBJECT: TOWN CLEANUP BID
METAL
The cost per pull was $98.75 for Royal Carting, which included the removal of
freon from the refrigerators and air conditioners.
The cost per pull for Advanced Waste was $98.00, which did not include freon
removal. Freon removal was bid at $20.00/refrigerator and $15.00/ air conditioner.
The Royal Carting bid would not necessitate keeping the refrigerators and air
conditioners separate. In addition, our normal volwne of 150 to 200 refrigerators and 250 to
300 air conditioners would more than offset the $.75 difference in the per pull price. The
Superintendent recommends we award the Metal Bid to Royal Carting.
TIRES
The Superintendent recommends we award the Bid for Tires to the low bidder-Royal
Carting.
SOFfWASTE
Since option two has proven to be our most cost effective method, the
Superintendent recommends we stay with option two.

The labor charges for this item total was $128.60 per hour for Advanced Waste
and $107.50 for Royal Carting. This difference is $21.10 per hour/truck. At an estimated
number of 200 man-hours for two men, two trucks, the total difference would be
$4220.00.
The disposal cost for soft waste was $69.00 per ton for Advanced Waste and
$76.50/ton for Royal Carting. This results in a difference of$7.50/ton times an estimated
tonnage of 300 ton for a difference of $2250.00.
The savings from Royal Carting for the labor is estimated to be $4220.00, while
the savings for disposal of material from Advanced Waste would result in a savings of
$2250.00. The net savings to the town would be:
$4220.00 Royal Carting labor
$(2250.00) Advanced Waste disposal
$1970.00
savings by awarding the bid to Royal Carting.
The Superintendent, therefore, recommends we award the entire Bulk Cleanup
Bid to Royal Carting.

Bids shall be submitted on the attached form and shall be enclosed in a sealed
envelope addressed to the Town of Wappinger Town Clerk and marked CLEANUP.
The Town Board reserves the right to reject any or all bids, to waive any informalities
in the bidding and/or to accept other than the lowest bidder, as provided by law.
The attached statements, which are in compliance with Sections 103-a, 103-b and
103-d of the General Municipal Law, must be signed by the bidder.

3. Cost per ton and cost per pull of30 year dumpsters to be located at the Town of

The painted lines shall be protected by a follow-up vehicle equipped with a sequential
flashing arrow panel, capable of flashing left to right, right to left, or pass either side,
traveling approximately 1,000 feet after the unit making the application.
All traffic lines painted shall conform in very respect to the New York State Manual of
Uniform Traffic Control Devices, especially as to color, width and spacing oflines,
dashed or solid line and locations for changes in type of line and sight distances.
All paint shall be applied at the minimum rate of one (1) gallon for every three hundred
(300) feet of solid four (4) inch line. The same rate of application shall apply for skip or
broken lines.
Glass beads for reflectorization shall be applied to all painted lines at the minimum rate
of seven (7) Ibs. per gallon of paint for center lines and six (6) Ibs. per gallon for the edge
lines.
The painted traffic lines shall follow the center line of the road. They shall be straight
and true on tangents and uniform on curves.
Repainting of center lines and edge lines shall coincide with the existing traffic line
markings.
The contractor shall be responsible for the one-hundred percent (100010) reflectorization of
all traffic lines painted. Should the painted lines not receive enough beads for the
reflectorization required, the contractor shall be held responsible for correcting the same
at his expense.
All paint shall be applied at a temperature that will assure it to be track-free within one-
hundred eighty (180) seconds of it being applied to the pavement.
Edge line striping shall be done while the striping machine is on the pavement surface,
and under no circumstances shall it travel on the shoulders.
There shall be no work performed on Sunday.

GASOLINE
Information to Bidders:
Sealed proposals shall be received by the Town of Wappinger at Town Hall, 20
Middlebush Rd., Wappingers Falls, New York, until 1:00 P.M. EST February 21. 2001
for 20,000 gallons of gasoline to be used by the Town of Wappinger.
Bids shall be submitted on this form and shall be enclosed in a sealed envelope marked
"BID FOR GASOLINE".
Bidders shall have a scheduled 24-hour delivery service, seven days a week.
Automatic check and fill service on delivery of gasoline shall be maintained.
All deliveries shall be metered and shown on a metered printed gasoline delivery ticket.
The Town Board reserves the right to reject any or all bids, to waive any informalities in
bidding and/or to accept other than the lowest bidder, as provided by Law, or to write new
proposals.
The attached statements, which are in compliance with Sections 103-a, 103-b and 103-d of
the General Municipal Law must be signed by the bidder.
In addition, corporate bidders must execute and attach a certified copy of a resolution
authorizing the execution of the non-collusion certificate by the signatory of the bid on behalf
of the corporate bidder.
No bid will be considered, which does not comply with the foregoing statements.
