This review process brings to light again the numerous problems that exist at all these facilities. Since the Town no longer is a part of Tri-Municipal, they must face the fact that these plants will be in existence for some time and a program for improved operation and mainten- ance and rehabilitation must be established. Accordingly, the Town must submit to this office prior to September 1, 1984 an Engineer's Report evaluating and providing a detailed program of rectification for a minimum of the following items: Oakwood Knolls S.D. 1) High flows; frequent bypassing and overflowing tanks. 2) The inadequacy of the rapid sand filter units. These units must be made reliable on a continuous basis. Wildwood S.D. 1) High flows at the plant. 2) Facility deterioration as a result of age. Royal Ridge S.D. 1) High flows at the plant. Supervisor and Town Board Town of Wappinger -2- June 4, 1984 2) A total rebuilding of the sand filters to be completed by the end of 1984 i.e.: a) removal of old sand; inspection and replacement of underdrains, if necessary; b) new sand; c) replacement of perimeter walls; d) new distributors. 3) Rebuilding of settling tank to improve skimming and eliminate short circuiting. 4) Improved disinfection to ensure continuous compliance with SPDES Discharge Permit. Rockingham Farms S.D. 1) High flows at the plant. of particular concern is the fact that average daily flows are above the design capacity of the plant. 2) Modifications to the disinfection system to ensure continuous compliance with the SPDES discharge limits for co1iforms. The utilization of a larger contact tank during sand filter bypass must also be considered on a temporary basis. On a long-term basis, these filters must be used continuously. Fleetwood Manor S.D. 1) Reduction of flows. 2) Installation of approved backflow preventer on potable water supply line. 3) Rebuilding of both settling tanks including weirs, etc. 4) Progress report on revamping the influent structure and installation of bar screen. ..) . , Supervisor and Town Board Town of Wappinger -3- June 4, 1984 5) Progress report on installation of flow meter. 6) Progress report on security patrol. Because of the Town's past inclusion in the Tri-Municipal Project, this Department has been extremely patient with regard to these facilities. We have tried to cooperate so that funds were not spent on facilities soon to be abandoned. The result has been a "band aid" approach and a further deterioration of already disgraceful conditions. Please be assured that this must now end and vie are prepared to take whatever actions are necessary to improve these plants and protect the water quality in the Town of Wappinger. Very truly F.
