equivalent. The low bidder, Foster's, bid an acceptable
cab and chassis b~t their truck mounted unit doesn't meet

and accept the bid from Healey International which is the
next low bidder and meets all of our specs. We should add
option #4 for recirculation kit for $1145.00 and option #6
for the handlight for $195.00
This makes a total of $215,124.00 for both trucks. Our
original authorization was to spend up to $200,000.00.

All equipment must meet the following specifications or the equivilant.

THE MACHINE SHALL BE OF THE DUAL ENGINE DESIGN TO BE USED FOR REMOVING
SAND, STONES, BOTTLES, CANS, GREASE, SLUDGE AND OTHER DEBRIS FROM
SANITARY SEWER AND/OR STORM DRAIN LINES BY THE FLUSHING ACTION OF HIGH
PRESSURE WATER. THE HIGH PRESSURE WATER PUMP SHALL BE HYDRAULICALLY
DRIVEN WITH THE CHASSIS ENGINE AS THE POWER SOURCE.
THE MACHINE SHALL INCLUDE AN AIR CONVEYING VACUUM SYSTEM, POWERED BY
AN AUXILIARY DIESEL ENGINE, TO PROVIDE FOR THE SIMULTANEOUS REMOVAL OF
DEBRIS FLUSHED TO THE MANHOLE BY THE HIGH PRESSURE WATER (JET RODDER)
SYSTEM, OR FOR THE REMOVAL OF DEBRIS FROM SUMPS, CATCH BASINS, DIGES-

TO A 50 DEGREE ANGLE UTILIZING A FORWARD MOUNTED

THE DEBRIS BODY SHALL BE FIXTURED ON AN INDEPEN-
DENT FRAME, SEPARATE FROM THE CHASSIS FRAME AND
MOUNTED VIA A 3 POINT MOUNTING SYSTEM TO ALLOW
FLEXING TO OCCUR WITHOUT CAUSING FRAME DAMAGE.
TO ACHIEVE BEST POSSIBLE MATERIAL SEPARATION AND

THE ALUMINUM WATER CELLS SHALL NOT REQUIRE INTER-
NAL COATINGS AND SHALL BE EASILY REPAIRED OR
PATCHED IF REQUIRED.

STRAPS WHICH WILL ALLOW THE CELLS TO EASILY BE

THE WATER CELLS SHALL BE LOCATED BEGINNING

THE REAR OF THE UNIT, THUS PROVIDING THE BEST POS-

THE WATER TANKS SHALL BE ADEQUATELY VENTED AND
CONNECTED TO PROVIDE COMPLETE FILLING. A MINIMUM
6" 8. 4" CONNECTION BETWEEN TANKS SHALL BE PRO-
VIDED.
THE WATER TANKS SHALL BE TOTALLY SEPARATE FROM THE
DEBRIS TANKS AND PROVIDE NO STRUCTURAL SUPPORT AND

All equipment must meet the followine specifications or the equivilant.

THE MACHINE SHALL BE OF THE DUAL ENGINE DESIGN TO BE USED FOR REMOVING
SAND, STONES, BOTTLES, CANS, GREASE, SLUDGE AND OTHER DEBRIS FROM
SANITARY SEWER AND/OR STORM DRAIN LINES BY THE FLUSHING ACTION OF HIGH
PRESSURE WATER. THE HIGH PRESSURE WATER PUMP SHALL BE HYDRAULICALLY
DRIVEN WITH THE CHASSIS ENGINE AS THE POWER SOURCE.
THE MACHINE SHALL INCLUDE AN AIR CONVEYING VACUUM SYSTEM, POWERED BY
AN AUXILIARY DIESEL ENGINE, TO PROVIDE FOR THE SIMULTANEOUS REMOVAL OF
DEBRIS FLUSHED TO THE MANHOLE BY THE HIGH PRESSURE WATER (JET RODDER)
SYSTEM, OR FOR THE REMOVAL OF DEBRIS FROM SUMPS, CATCH BASINS, DIGES-
TORS, WET WELLS, BAR SCREENS ETC. THE MACHINE SHALL ALSO INCLUDE AN
ENCLOSED AND SEALED BODY FOR STORAGE OF THE COLLECTED DEBRIS.

THE HIGH PRESSURE WATER PUMP WILL BE UTILIZED
TO SUPPLY 20 GPM AT 600 PSI (RELIEVED TO RRO-
TECT OPERATOR) TO HANDGUN SYSTEM.
A HANDGUN WILL BE SUPPLIED THAT COMES EQUIPPED
WITH 25' OF 1/2: WIRE REINFORCED HOSE. THE
HANDGUN SHOULD COME EQUIPPED WITH QUICK CONNECT
COUPLER.
HANDGUN SYSTEM WILL INCLUDE FRONT AND REAR COUP-
LERS THAT ALLOW THE OPERATOR TO DELIVER WATER
TO AREA SERVED BY PICK-UP HOSE AND TO THE INSIDE

THE ENTIRE ELECTRICAL SYSTEM SHALL BE VAPOR SEALED

THE MACHINE SHALL BE OF THE DUAL ENGINE DESIGN TO BE USED FOR REMOVING
SAND, STONES, BOTTLES, CANS, GREASE, SLUDGE AND OTHER DEBRIS FROM
SANITARY SEWER AND/OR STORM DRAIN LINES BY THE FLUSHING ACTION OF HIGH

It is the intent of these specifications to describe the mlnlmum
requirements for a combination high velocity hfdraulic sewer cleaner and
manhole vacuum system mounted on a truck chassls with a GVW of not less than
44,000 lbs.
The system shall be the manufacturer's standard. It shall be equipped
with the manufacturer's equipment and accessories which are included as
standard in the advertised and published literature for the unit. No such item
of equipment or accessories shall be removed or omitted for the reason that it
was not specified in the bid. Standard product items may be removed only where
it is necessary to install other items in lieu thereof in order to comply with
these specifications.
The unit, including all necessary equipment, shall be furnished complete
and ready for use. All parts not specifically mentioned which are required for
a complete unit shall conform in design, strength, quality of material and
workmanship to the highest standards of engineering practice.
The high pressure hydraulic sewer cleaner shall be designed to use high
velocity water jets to remove obstructions, soluble grease, sand and other
materials from storm, sanitary and combined sewers; from pipe drains and other
conduits.
The sewer cleaner shall as a standard be capable of running an 800 foot
transmission line. It shall be capable of cleaning pipes of sizes 6" to and
including 72" in diameter. It shall have a nozzle pressure, with the machine
in operation and water flowing through 400 ft. of 1" I.D. hose, of minimum 1760
psi at 60 gpm and 1520 psi through 800 ft. of 1" I.D. plastic hose with a
minimum of 45 hydraulic horsepower at the nozzle. The entire water system
shall pe capable of propelling a nozzle up an 8" line at a minimum rate of 200
ft. per minute at a minimum thrust of 105 lbs. for maximum cleaning efficiency.
The vacuum unit shall perform a function of withdrawing collected debris
from the aforementioned type conduits, either separately or simultaneously.
All vacuumed materials shall be deposited into one cylindrical tank.
The vacuum system, as a standard, shall be capable of removing material
completely submerged in liquid, in a semi-dry or dry state to 100' depths.
If necessary, the unit shall be capable of use in all weather conditions
including subfreezing temperatures.
All operations shall be performed by one operator. All controls for all
functions including boom movement, hose reel control and all pump operations
shall be mounted at the front of the unit.

The root cutter will be complete with a skid assembly which will
provide protection to the external parts of the root cutter and

skid assembly will be securely fastened to the motor and easily
removed for maintenance.
The water supplied from the jet hose will be properly used so
the root cutter thrust up the pipe and the RPM and torque are
properly utilized for maximum cleaning efficiency.
The root cutter shall be furnished with one each root cutter
saw for 6" - 12" pipe. Each saw will be of the spiral tapered
design with replaceable hubs.

PRINCIPLES OF OPERATION

The "Camel" was designed as a combination vacuum and high pressure
sewer cleaning machine to be used for cleaning sewers and catch
basins and to do miscellaneous cleaning or transferring operations
as needed.
The vacuum system utilizes a positive displacement (PO) "Roots" type
vacuum pump as its source. The following illustration explains the
air flow through the "Camel." The material is picked up at the end
of the suction line and pneumatically conveyed through the intake
tubes to the body. Here, due to a tremendous reduction in air
velocity, the material falls out of the air stream and settles at
the bottom of the body. The airflow continues through a perforated
metal screen at the front of the body and then into the vacuum
chamber. The air then passes through the vacuum pump and is
exhausted to the 'atmosphere through a silencer.

The machine is primarily a "wet" machine which means material being
vacuumed up must be moist (no dust or dry particles). Dry material
must be wetted with the handgun or other water source, such as the
optional wet ring before being vacuumed up. The material need only
to be moist to limit carryover to the vacuum pump. Only powdery dry
material need be wetted.
The PD vacuum system allows operation in three different vacuum
modes. The first is air conveyance where the intake tube is
positioned slightly above the material to be picked up and the
velocity of air rushing into the tube captures the material and
conveys it through the intake tube. Virtually any material (liquid,
slurry or dry) can be conveyed at distances up to 500 feet. The
second conveying method is pure vacuum. This is utilized on liquids
only where the end of the intake tube is completely submersed.
Liquid is lifted as a solid column within the intake tube to a
maximum height of 200" (Model 200) or 300" (Model 300) and deposited
within the body. Loading rates are extremely fast (up to 1000
GPM). The maximum lift height is measured from the liquid surface
to the top of the intake hose.
The third means of conveying is a combination of air conveyance and
pure vacuum. In this mode, the optional fluidizing nozzle is
utilized. This means is utilized where material under liquid must
be removed without first removing all the liquid. The vacuum tubing
network is set up with the fluidizing nozzle anywhere from just
above to 6 feet above the liquid surface. The vacuum system is then
operated as normal. Air is drawn through the fluidizing nozzle
holes where a venturi effect is generated. The liquid is lifted by
pure vacuum to the fluidizing nozzle where the air captures it and
air conveys it to the body. Sludge under liquid can be removed at
depths to 100 feet which makes the PO system totally revolutionary.

The high pressure water system employs a positive displacement
triplex piston pump which supplies water to a nozzle which propels
itself through a sewer lateral. Upon retrieving the nozzle under
water pressure, accumulated material in the lateral is blasted loose
and backflushed to the manhole where it is vacuumed up.
The productivity of this system can be vastly increased by an
optional water recycling system which takes water from the collector
body, removes any damaging solids and then transfers the clean water
to the liquid tank which is the supply for the triplex pump. This
eliminates the need to go to a hydrant to fill up with potable water.
The following illustration explains the water system. Water flows
from the liquid tank through a Y-strainer and into the suction side
of the water pump. The pump discharge is directed through a rotary
swivel on the reel and out the sewer hose and nozzle. The recycling
system filters the water in the body and then transfers the clean
water to the liquid tank. Contaminants are automatically deposited
back into the collector body.
In practice, the vacuum and water systems are used simultaneously
when cleaning sewers. This allows for vacuuming up all material
that is backflushed to the"manhole by the high pressure water
system. The water and vacuum systems can be independently used as
needed for various applications.
The unit is also designed for cleaning catch basins where the vacuum
operation picks up the debris in the manhole while the triplex pump
suppplies water to a hand held jetting gun for blasting loose packed
material.

Per your request, following is a comparison of the positive
displacement (PD) vacuum system and fan-type vacuum system.
Before discussing this, some common terminology should be
defined.
1. Maximum Vacuu~ - Maximum vertical lift of a solid
column of water.
2. Vertical Lift - The distance from the water surface to
the highest vertical point that a solid column of water
is lifted.
3. Inches of Water - A measure of vacuum which uses the
total height in inches a solid column of water can be
drawn vertically in a vacuum tube.
4. CFM (cubic feet per minute) - A measure of the volume
of air drawn thro~gh the vacuum producer.
In comparing the positive displacement pump to the centrifugal
fan, a brief description of both is in order.

The positive displacement pump consists of two figure eight
lobes mounted on parellel shafts which rotate in opposite
directions within an elongated cylindrical housing. As each
lobe passes the inlet, it traps a definite volume of air and
carries it around the case to the outlet, where it is positively
discharged. Air enters at the bottom through a chamber and is
pulled through the pump by the lobes and exhausted.
The centrifugal fan is a large wheel with a front and back plate
with blades between. This wheel is mounted with a housing and
air is sucked into the center, trapped between the blades and
thrown to the outside of the housing and exhausted using
centrifugal force.
Because of the construction of the positive displacement pump.
the figure eight lobes trap and expel a specified volume of air
per revolution, regardless of resistance (vacuum) in the line.
This gives the positive displacement pump a relatively constant
air flow regardless of vacuum demands. Whether the intake tube
is wide open or plugged with material, the air flow through the
pump is nearly constant.
The centrifugal fan on the other hand has vastly different air
flow as the vacuum demand changes. Its maximum air flow is when
only air is being moved through the line. As the resistance to
air flow increases (vacuum demand increases) represented by
material being loaded, the air flow decreases. When the intake-
tube is blocked, the attainable vacuum is maximum, but the air
flow is zero through the fan.

This is shown on Graph B. where the fan at 3500 RPM has an air
flow of 4200 CFM at 0 inches vacuum (air only through tube) and
an air flow of 0 CFM at 107 inches of vacuum (plugged tube) as
compared to the PO at 3000 RPM which has an air flow of approxi-
mately 3500 CFM at 0 inches vacuum (empty tube) and an air flow
of approximately 2700 CFM at 200 inches of vacuum (plugged
tube).

How does this relate to the actual working ability of the two
types of vacuum producers?
First of all, the centrifugal fan offers only one mode of moving

fast, up to 1,000 gallons per minute. The centrifugal fan can't
operate in this mode because of its limited vacuum which isn't
enough to lift the material from ground level to the top of the
unit.
The third means of conveying is a combination of air conveyance
and pure vacuum. In this mode the optional fluidizing nozzle is
utilized. This means is utilized when material under liquid
must be removed without first removing all the liquid. The
vacuum tubing network is set up with the holes in the flu~dizing
nozzle anywhere from just above to 6 feet above the liquid
surface. The vacuum system is then operated as normal.

column) to the fluidizing nozzle where the air captures it and
air conveys it to the body. Sludge under liquid can be removed

because of the low available vacuum and because air flow changes
so much as vacuum changes.
In looking at the mechanical efficiency of the two types, the
positive displacement pump is approximately 80\ efficient com-
pared to 40\ efficiency of the centrifugal fan. What does this
mean to you in usage?
First of all, the positive displacement pump uses energy in
direct proportion to the amount of work being done. As more
vacuum is needed, more horsepower is used. As less vacuum is _
needed, less horsepower is consumed. The centrifugal compressor
on the other hand stays at a relatively constant horsepower
usage regardless of the work being done. This is best illustra-
ted by comparing the horsepower required to suck air only. The
positive displacement unit requires approximately 10 BHP whereas
the fan requires approximately 97 BHP.

As Graph A shows at 3500 RPM with 0 inches of vacuum, the fan
uses approximately 97 'horsepower and at 100 inches of vacuum
drops slightly to approximately 83 horsepower. The positive
displacement pump on the other hand at 3000 RPM consumes approxi-
mately 10 horsepower at 0 inches of vacuum and approximately 107
horsepower at 200 inches of water. It should be noted that when
the positive displacement pump consumes 107 HP, it is developing
over twice the vacuum of the fan and slightly more air flow
which verifies the efficiency. Because horsepower requirements
are significantly lower with the PO system in the normal mode,
fuel consumption is considerably less. In tests we have done,
the' PO system uses approximately half the fuel of the fan
system.

CAMEL VS TWO ENGINE FAN UNITS
Our competition claims their 2 engine system is more economical than
our single engine system for driving the water, vacuum and hydraulic
pumps for combination s'ewer cleaners. We feel they have done everything
in their power to misrepresent this situation and we would like to
present the "real facts".
Our vacuum system uses ~ positive displacement (PD) "roots" type pump
which mechanically displaces a given volume of air per revolution.
The operating characteristics of this pump are such that the volume
of air passing through varies only slightly as the resistance (vacuum)
to air flow increases for any given speed. This means that regardless
of whether the vacuum tube is totally open and conveying only air or
if it is partially filled with material requiring a higher vacuum, the
air flow remains nearly constant allowing for continued material
loading. At the very extreme where the vacuum tube is totally plugged,
system operating vacuum would increase to 217" water and mechanical
relief valves would open allowing air to be supplied to the vacuum
pump at nearly the same rate as if the tube were open. The Camel pump
is rated at 2660 CFM at 217" water and 2950 CFM at 90" water.
On the contrary, our competitors use a centrifugal fan which relies on
inertia movement of air in order to function. The operating character-
istics of it are such that the volume of air passing through the intake
tube varies significantly as the resistance (vacuum) to air flow increases
for any given speed. This means that the air flow through a wide open
tube is substantially greater than when that tube is partially plugged.
At the extreme, there is zero airflow through their fan if the intake
tube is totally plugged off as the fan just spins within its housing
but doesn't displace any air.
The horsepower demand for the Camel positive displacement pump varies
directly as the amount of work being done. This means that as the
resistance to airflow increases (more material being loaded), the
required vacuum to move this air also increases and the horsepower
requirement increases. The PD pump requires approximately 16 HP when
sucking only air, 50 HP when generating 90" water and 107 HP when
generating 217" water at its maximum speed. When operating in the
combination mode, vacuum pump speed is limited to less than maximum
where the horsepower requirements are 40 BHP at 90" water and 80 BHP
at 200" water. In a time weighted test done by Super Products on a
typical sanitary cleaning situation, average operating vacuum was
approximately 4.5 inches mercury or 61 inches water. Our horsepower
need for the vacuum pump is 25 BHP under this condition.
In contrast, the horsepower demand for our competitor's unit is
approximately constant regardless of the work done (vacuum). This
means that even when conveying just air through their system, 97 BHP
is required per their literature. In fact, as work is being done
(vacuum increases), you can typically hear their second engine
increase in speed indicating that less horsepower is required as work
is being done.

Camel - VS - Two Engine Fan Units
Our competition claims our unit utilizes too much horsepower for
a single engine. Our Teply is that as we look at our typical
and maximum horsepower requirements, we find that our typical
vacuum system requires 25 BHP, our water system at 65 GPM and
2000 psi requires 82.6 BHP and our hydraulic system requires
3 BHP for a total of 110.6 BHP. Since we are supplying a truck
engine with 215 BHP, there is 104.4 BHP reserve or 106% reserve.
Under maximum conditions, our vacuum system requires 80 BHP,
water system requires 102 BHP and hydraulics require 7 BHP for a
total of 189 BHP. Again with a 215 BHP engine there is a reserve
of 26 BHP or 14% reserve. It is important to note that the
typical time weighed average is 110.6 BHP but that under even
the maximum condition, a substantial reserve exists.
Our competition claims their unit uses no more or even less fuel
than our unit. Our competitor uses 8.4 GPH per his literature
if a diesel/diesel engine system. From our previous discussion,
our unit uses 110.6 BHP which translates to 5.6 GPH per the
Caterpillar chart. The key reason for the lower fuel consumption
is the vacuum pump which is approximately twice as efficient as
the competitor's fan plus the Camel pump operating characteristics
are such that horsepower draw is a function of how much work is
being done whereas our competitors is nearly constant as previously
explained.
Our competition claims that the Camel's vacuum pump is very
intolerant to dust and very expensive to replace. We believe our
unit is intolerant to "lots" of dust but we would also say that
with approximately 650 units in the field since 1976, we have never
replaced a Camel vacuum pump because of damage due to dust. We do
recommend that if dusty conditions prevail to wet down the material
with either the handgun or use our liquid ring connection but
we would guess our competition would recommend the same thing
because it normally is unacceptable to have a cloud of dust coming
out the blower. Since our competitor's fan is made from aluminum,
we very much doubt it is very tolerant to dust. In fact, we are
aware of several fans which have been replaced of their equipment.
In summary, we feel we have facts and figures to substantiate
our position.

Following up with our phone conversation regarding rated
design capacity of our D65-20 pump.
This pumps design makes it possible to produce various
flows and pressures up to 100 GPM and 2500 PSI. Horsepower
and torque requirements will vary with the different combina-
tions of flow and pressure.
Regarding PTO openings and the use of 6 bolt or 8 bolt to
drive various pumps. It would be impossible to proquce
60 GPM and 2,000 PSI from a 6 bolt opening. This is due to
the horsepower and torque requirements needed to produce
this flow and pressure. These same horsepower and torque
requirements would apply to any other pumps on the market.
