SPECIFICATIONS: . POWER REVERSIBLE TRIP EDGE SNOW PLOW

the following specifications or equ~v~lant.
GENERAL: These specifications describe a Power Reversible Trip Edge snow plow having
a low coefficient of friction, Polymar type moldboard. This equipment should be built
from new material and definitely suited for continuous work under difficult conditions
of snow removal.

.HOLDBOAAD ASSEHBLY: Shall be not less than ~.. high, nor less than la, long. In
order toaffer a low coefficient at friction and resistance to both corrosion and
impact, the moldboard sheet shall be formed from one piece, unspliced sheet of 3/8"
thick ultra high molecular weight polyethylene material. The polyethylene sheet shall
have a minimum tensile strength ot 700~~.s.i. and when tested in accordance with ASTH
0638, it shall evidence a minimum of 800' elongation at break.
In addition, the sheet shall evidence no break fOllOWing izod impact test conducted in
accordance with ASTH 0256A.
The sheet shall be formed from a pOlyethylene material, which 1s made from new resin
(recycled material is not acceptable) and shall be color impregnated and ultra violet
stabilized to a "safety orange" pigmentation.
The moldobard sheet shall attach to a framework assembly of welded steel angle and
plate, which shall include not less than ten (10) reinforCing ribs at least 3/8" thick
X 3-1/2" wide, a lower moldboard reinforcement from not less than 4" X 3" X 1/2" steel
~, angle and an upper moldboard reinforcement from not less than 3" X 2-1/2" X 3/8" steel
angle - all welded together to form an integral shell. The upper portion ot the mold-
board shall project over the cutting edge so as to form a continuous, integral, solid
snow shield. :

CUTTING EDGE: Shall be one (1) in number and shall be from 1/2" X 8" C1090 steel,
punched to AASHO standards on 12" centers and supported by a reinforcement from not
less than 4" X 4" X 3/4" steel angle. The cutting edge shall be reversible for doubl".

CURB SHOES: The moldboard shall have two (2) fabricated steel curb shoes (one at each
outside end of the moldboard). Each curb shoe shall be not less than 1-3/8" thick and
shall offer not less than 14 sq. in. of bearing surface.
TRIPPING EDGE HECHANISH. Shall be of the single ~dge design, which shall activate
whenever the cutting edge comes into contact with an obstruction on the pavement.
Trip activation shall be achieved through six (6) torsion springs from not less than
3/4" wire, having a 3-3/4" 0.0., with sixteen (16) active coils each. Each spring
shall be pinned 1n place in a horizontal position and shall butt to the lower mold-
board reinforcement and to the cutting edge reinforcement. Spring adjustment shall b~
provided so as to alter the precharge of springs for varying plowing condltions.

DRIVE FRAME & REVERSING MECHANISM

The drive frame & reversing mechanism shall consist of an "A" frame, a truss frame and
two (2) single acting hydraulic cylinders with 3--!" diameter X 16" stroke.
The "A" frame shall be a triangular weldment with 3/8" thick steel plates, top and -!"
thick bottom, a rear member from not less than 1" thick steel plate and two (2) center
reinforcements from not less than 3/8" thick steel plate, so to form a boxed center
section.
The truss frame shall include a main drive member from 4--!" O.D. pipe fitted with gus-
seted top and bottom semi-circles from not less than 5/8" thick steel plate.
The truss frame shall pin to the moldboard at not less than 4 points over a span of
not less than 100" and shall include two (2) moldboard braces which allow for alter-
nate moldboard positioning.
Moldboard and truss frame shall pivot about the "A" frame on a lubricated pin, not less
than 3" in diameter, up to 37 degrees either side of the chassis center line.
Each cylinder shall have 3--!" diameter pistons, which terminate with 2--!" diameter con-
necting lugs. Both the rods and lugs shall be from case hardened, chrome plated steel
and shall be protected by a hydraulic cushion valve.
The "A" frame shall be fitted with a three (3) point lift .chain arrangement, which shall
accommodate plow reversing operations with the plow either on the ground or at the carry
position. This arrangement shall be of a design which prohibits plow list, when the
moldboard is angled in the carry position.
PLOW COUPLING
Shall be of a design, which can be accommodated by a truck mounted "Frink Tor-Loc"
quick coupler locking device. It shall consist of an angle weldment, which includes
an angle drive bar, fitted with attachment ears and male arrowhead shaped coupler.
This weldment shall pin directly to the rear of the drive frame. The arrowhead shall
be from 1" thick plate; 4-3/4" wide at its neck, 10" wide at its extremity and 12-t"
in overall length.
MOLDBOARD SHOES
The cutting edge shall be fitted with two (2) fabricated steel moldboard shoes. Each
moldboard shoe shall offer a minimum of 26 sq. in. of bearing surface and shall attach
to the underside of the cutting edge reinforcement.

SPECIFICATIONS: HEAVY DUTY CUSTOM DESIGNED TRUCK SNOW PLOW HITCH

GENERAL: These specifications describe a heavy duty custom designed snow plow hitch.
It shall consist of push frame and plow lifting device and shall be ruggedly con-
structed of new material. It shall ne manufactured by a reconized snow plow manu-
facturer in the United States.
PUSH FRAME:
Shall be of heavy plate and angle construction. The side plates shall be ~" thick
and shall extend back as far as necessary from the front end of the truck so as to
provide adequate bearing surface on the truck frame rails. Additional reinforcing
ribs shall be welded to the side plates at the points of greatest stress.
A choice of three (3) plow drive point heights, on 31" centers, shall be offered
and provision for mounting a front P.T.O. type pump shall be incorporated into the
design.
LIFTING DEVICE:
Shall be of welded and bolted construction and shall be provided with not less than
a 4" bore diameter X 10" stroke single acting ram, having a hard chrome plated piston
rod, Chevron type packing seal, with gland and adjustable bronze packing nut. The
vertical risers shall be no less than 4"x4"x~" angle, the "bottom ram support 5"x3~"x~"
angle and the top cross angle shall be 4"x4"x!".
Each side plate shall be provided with a grab link so that a "V" or reversible plow
may be used interchangeably. The lifting device shall be designed to give a minimum
vertical lift of 16".

PLOW LIGHTS: Head light, turn signal combo to be installed on plow hitch.
SPECIFICATIONS: TOR-LOK QUICK COUPLER
GENERAL: The quick coupler shall consist of an arrowhead and mating locking device,
designed to offer expedient and safe snow plow at~achment to the pushing vehicle.
ARROWHEAD: The male portion of the coupler shall be arrowhead shaped of 1" thick
plate, and shall serve as a connector between the plow drive frame and the locking
device at the truck push frame. It shall be located at the rear of the plow drive
frame. It 'shall be 4-3/4" wide at its neck, 10" wide at its widest part, and 12-t"
in overall length. It shall be beveled at its tip to permit easy entrance into the
locking device.
LOCKING DEVICE: Attached to the chassis-mounted push frame shall be a locking de-
vice for the coupling of the plow to the truck. The locking device shall have an
opening 3-1" X 11-1" at the front and 2t" X 10-t" at the rear. The opening shall
be beveled to allow easy entrance of the arrowhead. Two (2) steel spring loaded
locking blocks, installed directly behind the beveled opening, shall automatically
clamp about the arrowhead, whenever the arrowhead enters the opening during cou-
pling operations.
The locking device shall be so designed as to permit oscillation of the snow plow
whenever uneven road contours are encountered.
A handle shall be supplied to unclamp the locking blocks from the arrowhead whenever
uncoupling of the plow from the truck is desired.
An Automatic safety bar, actuated by the clamping jaw, will be incorporated into the
T6r-Lok receptacle to provide a secondary arrowhead lock. This failsafe device will
prevent any unlatching of the arrowhead should the primary jaw lock fail.
SPECIFICATIONS: POWER HYDRAULIC CONTROL UNIT- SINGLE WING-
GENERAL: Shall consist of pump drive arrangement, pump, control valve assembly,
hydraulic cylinders, oil reservoir, enclosed cabinet, rear support beam and all
necessary hose lines and fittings for operating the equipment noted within the
specifications. The power hydraulic control unit shall be located within a clear
space of not less than 16" behind the cab and in front of the dump body. The rear
support beam shall be not less than a 12" structural channel with an R:B.M. of not
less than 865,000 inch pounds and a swing sheave to facititate lifting of the rear
of the wing. The control unit shall have a component enclosure, which includes a
removable access door. The bottom of the enclosure shall serve as a crossmember and
to add strength to the general assembly, it also shall be from not less thau the
same 12" structural channel as the rear support beam. .

fRONT MOUNTED SPEED REDUCING TYPE: Shall be driven from the front end of the truck
('ngine crankshaft P.T.O. It shall consist of a heavy duty speed reducing rear box
with integrally mounted adapter and anti-friction bearings. In addition, this arrange-
ment shall include a splined drive shaft with two (2) needle bearing universal joints
and all brackets and drive line flanges necessary to drive the pump from the engine
crankshaft P.T.O.. The gear box shall be engageable and 4isengageable by means of a
throw-out lever conveniently located in the truck cab.
PUMP: A pump of the heavy.duty type, capable of continuous operation with a minimum
capacity of 33 GPM at 2000 RPM at 1500 pounds per square inch pressure shall be
furnished by the contractor. It shall be Commercial.

PLOW/WING CONTROL VALVE: Shall be bulkhead mounted within the enclosed cabinet with
Lhe control levers conveniently located in the cab and connected to the valve with
flexible, Cable Kraft # 184M'TT cables.
The valve assembly shall be of the sectional balanced spool type, with an integral re-
lief valve of a capacity suitable for use with the pump. The valve spools shall be
i,ulished chrome and the valves shall be of a recognized manufacturer: Commercial valves

filter with not less than a 25 mlcron rating and an automatic shut-off which facili-
tates filter replacement. Shut off valves are to be installed on both suction and re-
turn lines from tank.

HYDRAULIC LINES: All pressure lines shall be of oil reslstant, flexible wire braid
construction. High pressure line from pump to valve shall be a minimum of 3/4", with
a minimum burst pressure of 8000 p.s.i. (double wire braid). All medium pressure
working lines shall be a minimum of !", with a minimum burst pressure of 8000 p.s.i.
(double wire braid).

The suction and return lines shall be a minimum l-t". of the oil resistant type, with
flexible wire filler to prevent collapse and abrasion resistant cover tp combat wear.
All hoses shall be. adequately supported and protected, with flexible armor, at points
where abrasion might occur. Hose shall not be installed near manifolds or exhaust
pipes where it could be effected by extreme heat.
SPECIFICATIONS:

THE LEVELING WING: The wing shall be installed on the B. sidE! of the truck and shall
be not less than 11: long overall, 29" high at the front end and ~ high at the rear
end and shall have a -!" X 8" A.A.S.H.O. punched renewable cutting edge. The moldboard
shall have a minimum thickness of ~ and shall be paneled for additional rigidity.
The wing shall be constructed with a series of holes in the horizontal reinforcements
to allow proper adjustment of the wing braces to an adjustable drive rib at the back
of the wing. In addition to 1 vertical ribs, the moldboard shall have (4) full length
horizontal ribs. The top edge of the moldboard shall be completely boxed for greater
strength. The bottom backer angle shall be from not less than a gusseted 5" X 3-t" X
3/4" structural angle.
FRONT OF WING ATTACHMENTS:
STANDARD POST: The wing shall be supported at the frqnt of the truck by not less
than an 8" "I" beam (offering an R.B.M. of not less than 510,000 inch pounds), which
in turn shall attach to the front snow plow hitch with not less than a 7" reinforced
ship channel and extra heavy pipe bracing.
FULL TRIPPING KIT: Shall consist of a special spring loaded front dee and a special
set of parallel wing braces which provide a safety trip actuation whenever the wing
encounters an obstruction on "the plowing surface. Provision for locking out the trip-
ping mechanism shall be supplied fer operating conditions requiring a rigid wing.
Tripping actuation shall be accomplished through a 7/8" dia. wire torsion spring at
the front dee and a tension spring at the top rear parallel brace. Each shall be ad-
justable and shall automatically return the wing to its normal operating position after
trip actuation.

less than ~ cubic yards struck. TheO()dy width shall be 82". The
side slope-shaTI be 450 for ease of material flow. The hopper bOdy
shall be constructed of 10 gauge steel and full welded inside and out.
The top sides and top endgates shall be channel formed for added strength _
2-1/4 x 1-1/4. The bottom of the hopper sides shall cover the drag chain
links for protection. The front panel shall have a 250 interior slope
for ease of material flow. The rear panel shall extend 3/8" min. past
the sides to form a superior butt jOint for a fully welded seam. There
will be a minimum of 4 external side supports (gussetts) made of 10 gauge
steel extending the full length of the sloped sides to give added strength
and stability to the hopper bOdy. The gussetts shall be skip welded on
both edges full length. These gussetts shall be welded to steel 311 channel
iron for added bracing. The upper edge of hopper shall be tied together
with a 4" channel crossrnember. There shall be 4 lift hooks welded to the
upper bOdy. The rear feedgate shall be controlled by a 7 guage feedgate
door that is easily adjustable by means of a curb-side self-locking handle.
CONVEYOR
The overall width of the conveyor shall be 24". The conveyor side
channels will be made up of 7 guage steel. The conveyor chain links shall
be protected by the sides of the spreader bOdy. The conveyor bedplate shall
be constructed of 1/4" abrasion resistant steel #AR 235.
Conveyor Chain: The conveyor chain will be pintle-type #0667X with
a pitch of 2-1/4", and an average tensil strength of 42.000 lbs. The
chain barflights shall be made of 3/8" x 1-1/2" steel.
Gearbox: The 8 tooth chain drive sprockets shall be driven by a 2"
drive shaft which in turn shall be driven by a fUlly enclosed and lubri-
cated 50:1 wormgear type gearbox.~t the opposite end of the gearbox,
the shaft shall be mounted in an 2" cast iron housed relubricatable
flange bearing. This speed reducer shall have bronze gears with double
lip spring-loaded oil seals incased in a rugged cast iron housing.
Front Chain Take-up Roller: The roller shall be a 4-1/2" 0.0. steel
tubular member welded to an 1-1/4"steel thru shaft. The bearing shall be
mounted to a spring loaded 1/4" plate for chain adjustment.
MATERIAL CHUTE
The spinner disc shall be powered by a hydraulic high-speed motor

direct mouoted above the spinner disc. The spinner shall be made of
3/16" steel plate. 2011 in diameter. There will be 6 removable 7 gauge
fins bolted to the spinner disc. The material chute shall be constructed
of 10 gauge steel. It will be fully enclosed. two pieces, and bolted to
the conveyor. The upper chute shall be mounted inside the conveyor channels.
The spinner chute and spinner shall be vertically adjustable a minimum of
1211 in 3" increments for precise control of spinner to ground height and
for varying truck heights. There will be 3 external adjustable deflectors
and. 2 internal baffles for precise spreading control. The deflectors
shall be controlled by a Sliding flat bar assembly easily adjustable
without tools. For easy and conv~nient ground storage. the material chute
will be constructed so as to swing above the bottom of the conveyor.
HYDRAULIC SYSTEM
The system shall be a dual hydraulic motor drive system. Two
hydraulic motors permit separate spinner and conveyor speeds. A
heavy-duty hydraulic motor shall be integrally mounted to the conveyor
gearbox and a heavy-duty hydraulic motor shall be directly mounted to
the spinner. There will be a dual flow cab control valve to indepen-
dently control spinner and conveyor speed. This valve will have a built
in pressure relief valve set at 1500 PSI, and a master on/off control for
spot spreading. Hydraulic tubing will be used where practical and to be
rated along with the hydraulic hose to withstand system pressure
requirements.

The screens shall be a minimum of 4 sections and hinged The screens
shall be made of 3/8" diameter high tensil steel rod. Screen frames are
constructed of 3/16". 2 x 2 angle. The steel rod is woven into 2-1/2"
squares. The screens will be supported by a center mounted top rail made
of heavy-duty 4" I-Beam.

Subject: Pickup #7 which was damaged in recent accident
Today I received word from Supervisor Smith that the insurance
company is going to total Pickup-#7.
The figure I was given was $5,683.10 plus an additional $500 which
was withheld as a deductable due to our collision coverage.
This sum added to our 1992 equipment budget balance of $6300 gives
us $12,483.10 to work with, without going into our fund balance.
I would like permission to go to bid for a vehicle which I hope
will come in around this figure of $12,483.10.

Subject: Accident of 10/9/92
On 10/9/92 our Pickup #7 was involved in an accident on Wheeler Hill Rd.
Report is attached.
The truck is currently at B & B Autobody for repair. There exists some
discrepancies as to the extent of the damages. Two body men felt
the frame could not be saved, the adjuster disaereed. The truck will
be stripped and sent to a frame shop in Newburgh for evaluation.
At that time the adjuster will evaluate his decision to repair the
truck.
If the truck is totalled, I will need permission to go to bid for
a replacement.
