Y. 12590 Re: Wappinqer Sewer Improvement Area No.1 Gentlemen: Since we are presently starting a limited development of the Wappinger Sewer Improvement No.1, I would like to suggest a meeting in the early part of 1973 with the New York State Department of Environmental Conservation and the Dutchess County Health Department in order to determine ultimate development of the Sewer Improvement. I have included three (3) pieces of correspondence (letters dated January 27, 1972 and February 17, 1972 from the N.Y.S. Dept. of Environmental Conservation and letter dated December 1971 from my office to the N.Y.S. Chief, Southeastern Projects Sectiori Dept. of Environmental Conservation Division of Pure Waters Bureau of Construction Grants Albany, New York 12201 RE: W-D-C-NY-810 wappinger (T) - Dutchess County Wappinger Sewer Improvement # 1 Dear Mr. LaRow: In order to intelligently advise my client, the Town Board of the Town of Wappinger, I requested of you on December 16, 1971, a clarification of your Department of the eligibility of the various projects in the Wappinger Creek drainage basin as regards their present and future. The to be on 1. 2. 3. 4. following is my summary of what I understood your position that date: The Town of Poughkeepsie First Ward Sewer District would be eligible in its present form, because it is going to a regional plant (Arlington), however, it would be required to discharge to the Wappingers Falls Plant when it becomes feasible. The Wappingers Falls plant must be built moduldrly in order to accomodate the flows from both the Town of Poughkeepsie and the Town of Wappinger as they require such capacity. If this modular, quick expansion, typ~ plant is not built then no aid will be forthcoming. The Town of wappinger must discharge its sewage flow from the Wappinger Sewer Improvement # I into the village of wappingers Falls Plant. If this outfall is not built then the trunk lines in the Wappinger Sewer Improvement # 1 will not receive any aid. Also, the trunk main that is designed to pick up sewage from the Rockingham Farm Sewer District will not be eligible unless Rockingham discharges its sewage into it. The Rockingham Sewer District if it does not discharge into the lines of the Wappinger Sewer Improvement # 1 will not receive any aid. Any expansion at the present site, Oakwood Knolls, will not be funded with State or Federal Aid. If the above is correctly stated and the Town of Wappinger, because of economic reasons, (see my letter to Henry Heissenbuttel enclosed) decides not to discharge into the Wappingers Falls plant, ~", ,.,., . Mr. William C. LaRow, Jr., P.E. -2- December 1971 then the several following alternatives are open to it depending on the position of your department: A. Wappinger Sewer Improvement # 1 is allowed to proceed as per the letter of Edwin Friedman, dated November 30, 1971, then: 1. My letter of August 30, 1971, to William C. LaRow is in full effect. B. If Wappinger Sewer Improvement # 1 is not eligible unless it discharges to Wappingers Falls plant then two alternates exist and they are as follows: 1. Size all the facilities is Wappinger Sewer Improvement # 1 to only service the Improvement and abandon the Town Wide Concept. 2. Build a temporary plant and size the lines in conformance with the Town Wide Concept even though no aid will be available in order to relieve the Rockingham Farms Sewer District expansion.
