This letter will cCinfirm tho discussions hold at the Febru<lry 14, 19'72
meeting in tho Wappinger Town Hall which was attended by the people listed on the
attachment. You had requested this meeting to clarify this Department's position
on the eligibility of the various proposed projects in the Wappinger Creek
drainage basin which was given in 1'111'. LaRow's January 27, 1972 letter to you.
The points discussed in that letter were generally reviewed again and
there appeared to have been complete understanding and acceptance. Since it will
probably be two years before theWappingers Falls Village treatment plant can be
expanded under the evolving new Federal and State programs, and is able to accept
flow from the Town of Wappinger, you proposed an interim measure to serve the
several sub-divisions which are rapidly developing in the area tributary to the
Oakwood Knolls Treatment Plant. Construction of a section of interceptor previously
deemed eligible at the informal eligibility conference for the subject project
will transmit this addibional flow to the plant, and it is estimated that the plant
has sufficient capacity for about two years of sub-division expansion. While this
interceptor project would be built without aid, it was suggested that the contract
documents be prepared in accordance with current requirements for aided projects
and sUQmitted for review and approval. This would permit possible future reimbursement
if allowed by the new legislation.
At the present time, thore is no way of forecasting when the Village or
Tlltlln prujects could receive aid under the forthcoming programs. As it will be

to rehabilitate the Oakwood Knolls plant to improve its efficiencies and to bottor
handle the additional flow. However, you wisely plan to keep the expenditures
minimal until a firm timetable for the ~appingers Falls Village project has been
established.
The Rockingham Farms Sewage Treatment Plant appears to have sufficient
capacity to handle the estimated 400 homes which will be built in its tributary
area during the next two years. As is the case for Oakwood Knolls, this should
be sufficient time for the Village project to be finalized.

In closing, it was again emphasized that the Town would lose aid for all
its projects if its program deviates from the regional concept; e.g., oxpansion of
Rockingham Farms'. Accordingly, tho courso of action which you arB rocummondincj
to the Town appears to bo a wiso one.
