This letter will acknowledge receipt of the draft of your letter
summarizing your understanding of this Department's position on the eligi-
bility of the various proposed projects in the Wappinger Creek drainage
basin. There has been considerable discussion and exchange of correspondence
among the various parties involved in these projects, and we will attempt to
summarize and clarify our position at this time.
Expansion of the Oakwood Knolls plant as presented in your letter to
me of August 30, 1971 would not be in the best interests of the Town, County,
or State for the following reasons:
1) The existing poor facilities could not be utilized in the
expansion, thereby necessitating a complete new plant.
2) The plant is located in a flood plain which would necessitate
the plant being rebuilt at a higher elevation. This would
probably require the use of pumps.
3) The plant is located on an intermittent stream which would

4) Construction ~f this plant would not be in accordance with
county or regional concepts, nor with the Comprehensive
Basin Plan.

Now that the Town has established a legal entity in the form of Sewer
Improvement Area No.1, it would seem advantageous for the Town to assimilate
additional benefit units into the area to be served; e.g., Scenic Apartments,
Rockingham Farms Sewer District, etc. Regardless of whether this would be done
by inclusion into the Improvement Area or by service agreements, the number of
inefficient local plants would bo reduced and the benefit unit cost should be
lowered.
Your October 27, 1971 letter to Mr. Henry Heissenbuttel stated that
it would cost $2,680,356 to place some 14,500 feet of trunk line from the
Wappingers Falls Plant to the Oakwood Knolls Plant. Since the cost estimates
in your feasibility study used $46/L.F. for 33 inch diameter A.C. pipe, we
would appreciate clarification of this trunk line costing $185/L.F. We also
wonder how the estimated $lOO/year increase in benefit assessment was derived.
If neither the Rockingha,n Farms Sewer District nor the; Scenic ,o,partmonts was
included in the computations, we feel that tho minimum possible cost has not

If we do not start now towards regionalization but instead allow
additional Federal, State and local monies to be utilized in the expansion
of local treatment plants, then we will not see a realization of a central
plant along the Hudson River for many years.
