The results of the bids are as follows: Timberland Machines, Inc. - $49,447.00 $69,996.00 $76,748.00 Clark Municipal Equipment - Bahr Sales & Service Clark Municipal Equipment and Timberland Machines, Inc. demonstrated their machines here in the town under similar conditions. While Clark's machine appeared fully capable of handling the sanitary sewer cleaning problems, it did not have sufficient lift to clean catch basins. I would, therefore, recommend the town accept the bid of Timberland Machines, Inc. for the Vactor Jet Rodder Model 810 at the bid price of $69,996.00. Timberland Machines, Inc. proposes to deliver to the Town of Wappinger One (1) New Myers Sherman Vactor Model 810 mounted com- plete on One (1) New 1979 Ford LN800 chassis to your specifications for the total sum of $69,996.00. Delivery is to be within 60 days from receipt of a firm order. Terms are net 30 days from date of delivery. This bid is valid for a period of 45 days from bid open- ing. The Vactor 810 is the most efficient method available today of removing sand, stones, bottles, cans and sludge and other debris from sewer lines and catch basins. It cleans sanitary sewers by means of high pressure water and simultaneously picks up debris as it is backflushed to the inlet. All of this is virtually a one man operation. E. Myers VacMaster at a substantially lesser investment for your community than some of our competitors. We feel you are entitled to an explanation of the relative capabilities of the VacMaster and the specified unit; also, their effects --finan- cial and otherwise-- for your town. F. E. Myers Co., the world's largest manufacturer of pumps, pioneered High Pressure Hydraulic Sewer Cleaners in the United States many years ago and has more units in operation than all others combined. Its on-the-job performance greatly exceeds that of the specified unit. The VacMaster provides a steady, even volume of water at 1650 PSI and will propel itself up a sewer line at 180 feet per minute. Your specified unit has an intermittent burst of water at a "claimed" pressure of 2000 PSI. However, the intervals of non-pressure, while its single piston is gathering water for the next impulse, are longer than the impulse itself. A simple analogy is to compare it to blowing out a group of candles. It takes longer to draw the breath than it does to expel it under pressure. While gathering water to subsequently expel, the sewer walls are not being cleaned, and when the nozzle moves between bursts, that portion of the sewer pipe remains uncleaned. The F. E. Myers pump is a tri-plex type with three pistons constantly engaged in providing a steady, even flow, achieving a thorough clean- ing rate of 1000 ft. per hour. Both F. E. Myers and the specified unit will clean manholes and basins equally well. We have sold Catch Basin Cleaners since 1949 -- hydraulic at first, later vacuum. Our experience indicates that the work crew usually cleans just the upper portion of the sump area, thereby cleaning the outlet section for storm water flow. Once all basins have been cleaned, annual cleaning results in much less accumulation. Thus, under normal conditions, the F. E. Myers VacMaster should clean anywhere from ten to twenty catch basins per day. Your most essential work can be performed in a superior manner with the VacMaster, cleaning sewer lines gun-barrel clean, and removing solids from manholes and basins. While the specified unit has a larger storage capacity, thus requiring a larger truck, the VacMaster will save you a considerable dollar amount, which could be applied toward additional maintenance equipment. Dear Sir: Enclosed is our Bid for a truck mounted JVB-2000 Sewer Cleaner, specifications for this equipment and a brochure describing the unit. The machine we are offering has several advantages in relation to a standard air conveyance type machine. The JVB-2000 pro- duces a much higher vacuum and can, therefore, work at greater depths, in addition since it does not depend on high velocity air to move and pick up debris, it will work under water. That is, it will pick up solids in the bottom of a wet well or simi- lar structure without first removing the water. Also, as an option we offer a recirculation system which filters and recir- culates the water from the receiving tank to the clean water tank for "jetting." This, of course, means that the machine can in many cases operate for most of the day if not all day without refilling. Each manufacturer's machine is different and because of this not everyone can meet the same specifications. We feel that although we do not meet your specifications as written, our machine is superior in many nespects. Y. 12590 Gentlemen: We would urge your consideration of the following information before making an award on your March 21st bid opening for a combination catch basin cleaner and high pre s sure se we r cle aning machine. Possibly your community is in the fortunate position of having all of the money they need for equipment acquisiti on, but that is not true with most communitie s who have to get the most for their money and from their equipment. At first glance it would appear that you are, with one purchase, obtaining the advantage of a combination machine. But that really isnlt quite true! First of all, you are pur- chasing a large tandem axle truck that in all likelihood will only be used during mild weather and even though it is a large truck, it is under size for the load you will be carrying by just about the equivalent of the truck1s weight. ltls too bad not to have this truck available during the winter months when you could use it for sanding, plowing, etc. I think you should also consider the fact that it isn't feasible to use the vacuum portion of this machine and the high pressure sewer cleaning equipment simultaneously. So only one of them is going to be used at a time. We feel that you might be well advised to consider two machines, both of which would be less expensive and that could be used simultaneously in two different parts of the community thus expediting your work. The vacuum unit you have de scribed has only one inlet port. Competitive units frequently have three or more inlet ports. It is frequently important to be able to approach a catch basin or a sewer opening on the right, the left, or at the rear. The unit you have described utilizes an easily plugged 8'1 hose. Competitive units use 10" and 12'1 diameter hoses that do not plug as easily. They also use stainless steel nozzle s that:are hard surfaced for maximum longevity and efficiency instead of aluminum. We would be more than pleased to show you a vacuum unit that can slide into your existing dump truck - a machine with greater vacuum and completely independent of the vehicle on which it is mounted. We would be more than pleased to give you the names of manufacturers building high pressure sewer equipment that would not tie up your truck permanently and if, after exploring this market more thoroughly you still feel that the machine you are taking bids on is most effective in your situation, we certainly would not quarrel. But the re are an awful lot of places following the pattern outlined above such as the New York State Department of Transportation, the New York State Department of Mental Health and many individual communitie s. DIEHL SUPERVISOR March 14, 1979 Town Board Members Town of wappinger Dear Board Members: Please be advised that the storm drain and sewer line clean out truck and equipment as demonstrated in 1978, is to be used for the dual purpose of Highway Department for surface water drain clean-outs, plus blockages in and maintenance of sewer lines in municipal districts. This was and remains the conditions agreed by all concerned (departments and officials) in my discussions on the subject this date with Mr. Horton and Mr. Ryan, who set up the original demonstrations and advantages townwide for such equipment.
