Please be advised that bids for the above referenced project were received on Thursday September
12, 2002 at 2:00PM, with the following results.

GENERAL CONSTRUCTION
The scope of work for the General Construction base bid represents the cost for all labor and
materials to reconfigure the existing restrooms to accessible standards(utilizing the same toilet
fixture counts), to construct an exterior canopy to allow for on-grade access to the new restrooms,
to construct an accessible asphalt walk way to the existing parking lot, and to designate one of the
existing parking stalls as handicap-reserved. The scope of work for Add Alternate No.1 included
re-painting of the entire structure not a part of the base bid (both interior and exterior). Add
Alternate No.2 included removal and re-application of an asphalt shingle roof on the existing
portion of the building not a part of the base bid. The bid results are as follows:

In analysis of the bids for both contr.lcts No.2 & No.3 (plumbing and Electrical), we find we are
below our statement of probable construction cost for these tr.ldes. However, upon similar analysis
of Contr.lct no. 1-Gene.rn1 Construction, bids 'received far exceed our anticipated cost statement.
Our estimate was compiled with fees established by the wage r.lte schedules,' with durations,
quantities and costs based upon our experience and byDodge Construction Cost Data guide. If we
were to extr.lpolate the paving and all work associated with Alternates Nos. 1 & 2 removing these
numbers, the resultant cost per square foot for the Gene.rn1 Construction portion of the project
t.rnnslates to approximately $150.00 per square foot. This is far in excess of what we can in good
conscience recommend the Town proceed with, ,as it is nearly double 'what we feel an "acceptably
high" number should be. In biddingthis contr.lctwe spoke with no less than 12 gene.rn1
construction firms in the region, and received only 2 bids. I believe this is a sign of the times - a
very busy fall for construction.
Knowing that the Town's CD grant monies do not approach the base bid figures received, and that
you must "use it or loose it':, I find myself in a quandary as to a recommendation. I feel this issue

would be best discussed at the Town Board meeting on the evening of September 23rd. prior to
rendering a recommendation. I will present the project at that time and respond to all questions.

WHEREAS, bids were opened on September 12, 2002 and reviewed by Florence
Hanlon, Deputy Town Clerk of the Town of Wappinger; and
WHEREAS Donald L. Swartz ofPaggi, Cerniglia & Swartz, Architect to the Town of
Wappinger, has provided an award recommendation to the Town Board.
