Resolution - Phone System .. !:\C/ RESOLUTION WHEREAS, the Town of Wappinger is in the process of having a New Town Hall Building constructed, and WHEREAS, the Town of Wappinger will be required to purchase a new telephone system, BE IT RESOLVED, That sealed bids be received by the Town of Wappinger Town Clerk until the J./tt, day of {}fril 1985, by /D:OO 11. Afri I Apri I The Town Board reserves the right to reject any and all bids, to waive any informalities in such bids, to accept other than low bidder and to advertize for rebids. **** TELEPHONE SYSTEM FOR NEW TOWN HALL**** ****GENERAL INFORMATION**** PRICE: Price shall be net and shall include delivery of the material or item to Town of Wappinger, New York, and all transportation and delivery charges shall be prepaid to the point of delivery. TAXES: Purchases by the Town of Wappinger for its use are not subject to any sales use, or federal excise taxes and exemption certificates will be executed upon payment. AWARD: Award 0 f the bid shall be made by the Town Board of the Town of Wappinger. In cases where two or ~aore responsible bidders submit identical bids as to price, the contract may be awarded to either of such bidders. The award shall be made on the most advantageous bid, on a quality versus price basis, taking into consideration the responsibility of the bidder and materials or items deemed to be best adapted to the uses of the Town of Wappinger. Fail- ure on the part of the successful bidder to comply with all terms of the con- tract and specifications as set forth herein, may result in disqualification of the bidder from future bidding, and/or termination of the contract. The Town of Wappinger awarding the bid reserves the right to waive any formalities or reject any and all bids, or to accept any bid which it deems in the best interests of the Town of Wappinger or to rebid. INFORMATION FURNISHED WITH BID: Bidder must submit with his bid, detailed specifications, illustrated circulars and all other necessary data on the materials or items he proposes to furnish. SECURITY DEPOSIT: Each bid must be accompanied by a bond payable to the Town of Wappinger in the amount of 5% of the gross bid price before trade in al- lowance, if any. Such bond will be released to unsuccessful bidders promptly and to the successful bidder upon performance of a contract of purchase or upon delivery of the aforementioned items or materials as the case may be. In the event that the successful bidder shall refuse or fail to comply with the terms of the agreement herein set forth, all or any portion of the bond may be retained by the Town of Wappinger as liquidated damages. METHOD OF SUBMITTING BIDS: All bids shall be made upon and in accordance with the terms which contain these instructions to bidders and the specifi- cations which shall be available from the Town Clerk of the Town of Wappinger. Bids shall be submitted in sealed envelopes addressed to the Town Clerk of the Town of Wappinger, Town Hall, Main Street, Wappingers Falls, New York, clearly indicated that it is a bid for the internal telephone system for the New Town Hall, Middlebush Road, Wappingers Falls, New York. SUBMISSION AND OPENING OF BIDS: Bids for consideration must be submitted to the above address or be in the possession of the Town Clerk not later than (hour) (day) (date) at which time the bids will be publicly opened and read by the Town Clerk (hour) (day) (date) Bidder guarantees to meet standards established by the specifications. No bid may be withdrawn by any bidder for a period of 45 days from the date of bid opening. ****GENERAL INFORMATION**** (cont'd) This bid, including the general information, specifications and proposal annexed hereto, shall constitute a contract between the Town of Wappinger and the bidder, upon acceptance and award, in accordance with its terms, unless otherwise provided herein. The bidder will comply with all applicable provisions of law, including the Civil Rights law, Labor Law, Fair Employment Practices and the Human Rights Law (Executive Law #290 et seg.) of the State of New York, and all applicable regulations and laws of any agency having jurisdication, in default of which award of this bid may be recinded or the contract hereinafter executed cancelled. ******PROPOSAL****** TO: Town Board of the Town of Wappinger The undersigned, having a pricipal place of business at: being experienced and responsible for the performance of same, agrees to furnish, deliver and install to the Town of Wappinger at the location herein specified(i.e. the new town hall presently under construction on Middlebush Road, Wappingers Falls, New York), the following described item, material or service in accordance with the attached specifications and described in detail below: (Bidder) (Signature) ****INTERNAL TELEPHONE SYSTEM SPECIFICATIONS**** 1. General The equipment proposed should be a solid state customer programmable system with associated software, manufactured in the U.S.A. It must be capable of accomodating advanced feature electronic Multi-Button Sets, single line telephones, off premise extensions, and attendant consoles, and associated cable. Bid package should contain list of individual items and prices per unit. 2. System Capacity A. The system proposed must have a capacity of at least twenty four (24) central Office Lines and seventy-five (75) telephones. B. The system proposed must have three (3) Electronic Multi-Button Sets with an operating range of 1000 feet. The system proposed must also have thirty (30) single line telephones, 2000 feet standard, and should be able to be extended over 2000 feet with optional equipment. C. The system proposed should have a Stand By Battery with at least a four (4) day memory retention in case of power failure. D. The system proposed must have traffic capabilities of 500 CCS/BH P.Ol blocking. E. The system proposed must have a Memory Capacity of 88K. 3. Control Equipment Configuration: Initially, the PBX (Private Branch Exchange) should be wired for a minimum of (12) central office lines and (33) telephones. 4. Features A separate feature list has been provided within these specifications. Those features marked "required" must be provided in the basic quotation whether the system being offered provided them as standard or optional. Desirable features listed should be indicated as standard or optional, and if optional, at what cost. Any features listed whether listed as "required" or "desirable" that cannot be provided should be so indicated as not available. 5.
