Upon execution by you, and per paragraph 9.8.2, payment to the General Contractor, reflecting a reduction in retainage as shown in his Request for Payment #18, can be made. This amount has been previously certified by me. The balance of retainage, in the amount of $10,000.00, will not be certified for payment until the contractual obligations outlined in the letter attached to the Certificate of Substantial Completion are met.
