BUILDING INSPECTOR/ZONING ADMINISTRATOR'S REPORT FOR THE TOWN BOARD 1979
This report and the attached pages summarize the activities of the
Building and Zoning Departments for the year 1979.
A total of 234 building permits were issued, 25 more than in 1978
and 12 more that in 1977, however, 30 fewer new homes were built in the
Town in 1979 than in 1978.
The estimated value of all new construction amounted to $5,909,700
which compares to $3,643,255 for 1978. The total amount of fees
collected and turned over to the Town Clerk for permits was $13,948.50.
A total of 138 water and sewer hook-up permits were issued and $3,450
in permit fees were collected, plus $2,500 for 5 new tie-ins to the
Rockingham district, for a total of $5,950 which was turned over to
the Comptrollers office.
A total of $180.50 was collected and turned over to the Town Clerk
for the sale of Zoning Ordinances and/or maps.
In addition to the highlights outlined in my memo to Louis D. Diehl,
dated January 4, 1980, the following "internal" highlights should be
mentioned:
January 1 was the effective date for the new New York State Energy
Conservation Construction Code, a major new law effecting the design
and construction of buildings in New York State, to effect energy
conservation. The enforcement, interpretation and local implementation
of this code falls upon the Building Inspector.
In March the Flood Drainage Prevention Law was adopted and by July,
I developed the required guidelines, checklist and had a Development
Permit form printed up.
In April I started as a part-time deputy and the contracted sewer
and water inspection was combined under the Building Inspector's
Department.
In June, Mr. Robert Ruit resigned as Building Inspector/Zoning
Administrator and I was appointed to fill the office.
In July the new Zoning Ordinance went into effect and was enforced

In September I attended the New York State Building Officials
Conference (NYSBOC) school and submitted a report to the Board.
In October I attended the New York Planning Federation Conference
and submitted a report to the Board.
I also (as did my prede~essors) attend a monthly luncheon/ business
meetings of the local chapter of NYSBOC in Carmel, New York.

Re: Building and Zoning Highlights - 1979
Building: There were 23~ Building Permits issued during 1979,
76 of which were single family residences, 13 \1ere for commercial
construction and the remainder were for additions, garages, pools,
sheds, barns and other structures.
Permits of special interest include: The new Airport Terminal
at the Dutchess County Airport; Wappingers Shopping Center on a
10+ acre parcel at Rt. 9 and Meyers Corners Road; Wappingers
Professional Building on New Hackensack Road; Julfran Farms, a
100+ acre thoroughbred racing horse farm/stable located on .Smith
Crossing Road; Medical offices at 13 New Hackensack Rd.; Children's
pre-school center on Old Route 9; Chelsea Ridge Mall, a small
regional shopping center on Route 9D; an 18 unit rooming house
on Route 9 and two solar homes.
As to the Zoning Administrator's activities, 9 Special Use
Permits were issued for Day Nurseries, Professional Offices,
a Medical Clinic and a 40,000 Sq.Ft. Warehouse and other uses.
There were 10 subdivision submissions ranging in size from 2
lots to 87 lots and 12 site plan submissions, the majority of
which were for conversion or expansion of existing uses. The
other site plan submissions included a car dealership, a large
warehouse, a sports center, a commercial nursery and a regional
shopping mall.
Two other programs of note were instituted during the year
in the Building Department. One was a local law concerned with
flood damage prevention, which sets up a program to define and
control development in flood hazard zones within the Town. The
other program will inspect, report and take action on abandoned,
derelict and otherwise unsafe buildings.
